Engagement and Equity Analyst

This is a full-time, permanent, Management Analyst 5 (MA5) position.

As an Engagement &Equity Analyst, you will play a pivotal role in shaping the employee experience within HSQA. Reporting to the Workforce Employee Engagement Manager, you will lead senior-level project coordination and consultation to drive employee equity and engagement initiatives. You will collaborate closely with quality improvement, performance reporting, and data collection teams to enhance the employee experience across the division.

You’ll serve as a key subject matter expert on employee engagement and partnership development and will be responsible for implementing Department of Health (DOH) initiatives to promote diversity, inclusion, cultural humility, equity, and social justice throughout HSQA at the direction of the Workforce Employee Engagement Manager

 

Key responsibilities include:

  • Working with the Workforce Employee Engagement Manager to support the development of the division Operation Plan that aligns with division priorities, the agency strategic plan and the agency dashboard.
    • Provides support to the development of the HSQA Employee and Engagement strategic plan.
    • Maintains a framework for strategic planning within HSQA that compliments the DOH performance and accountability program framework. Collecting information and data from within HSQA and writing and/or maintaining the division strategic plan.
    • Leads and consults with office management teams to develop office strategic plans for employees and engagement performance measures and reports that align with the HSQA strategic plan.
    • Provides expert advice and consultation with HSQA Division Leadership Team members to promote and support the Outward Mindset culture, principles, and practices within the division.
    • Develops and maintains HSQA dashboards, SharePoint sites and other performance metric tools and data collection methods.
    • Develops and facilitates presentations to division employees. 
  • As the expert in organizational change and strategic planning, developing and executing a plan for building organization change management skills for all staff so that they can incorporate change management strategies into project plans and have skills that can be used when navigating or leading internal division change.
    • Serves as a change champion or division representative on agency Continuous Improvement Workgroups, equity, or strategic planning initiatives.
    • Leads, manages, and facilitates division wide development groups for the purpose of developing staff capacity to navigate change.
    • Applies continuous improvement tools to improve efficiency, accuracy, and overall quality of business process.
    • Leads division stakeholders in analyzing equity and employee engagement in HSQA, identifying areas of improvement, and developing scope, methodology and timeline for process improvements related to enhance equity and employee engagement in HSQA.
    • Supports communications, trainings, and aspects of the employee life cycle within the division, including new employee orientation, ongoing professional development and retirement or transition planning.
    • Develops, delivers, and coordinates training and other educational opportunities/learning pathways that advance the division’s goals around diversity, inclusion, and cultural humility. 
  • Option 1: Six (6) or more years of experience providing communications and change management support, which includes experience managing complex change initiatives involving multiple organizational programs, offices, or divisions and both internal and external customers and partners.  
  • Option 2: A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communications, public administration, business administration, or a related field; AND three (3) or more years of experience providing communications and change management support, which includes experience managing complex organizational change initiatives involving multiple organizational programs, offices, or divisions and both internal and external customers and partners.
