Organization Planning and Performance Consultant (Community Health Consultant)
The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022 to form one agency, the Iowa Department of Health and Human Services (Iowa HHS). We are seeking two Organization Planning and Performance Consultant (Community Health Consultant).
The Bureau of Environmental and Local Public Health seeks to hire an Organization Planning and Performance Consultant to develop and implement strategic planning, process improvement, and performance management initiatives in partnership with local public health agencies.
This individual will demonstrate an understanding on the importance of strategic planning, process improvement, and performance management that strengthens organizational infrastructure. The ideal candidate will utilize best-practice assessment tools to identify strategic planning and performance improvement gaps and learning opportunities in collaboration with local public health leaders. They will lead local public health departments in educational opportunities to strengthen their planning and performance strategies.
The ideal candidate will provide technical assistance to local public health staff including, but not limited to, the following strategic planning, process improvement, and performance management activities:
In addition to the consultation provided to local public health agencies, this position will collaborate with other Iowa HHS local public health support staff to include Population Health Advisors, Workforce Development Consultants, Regional Community Health Consultants, data Epidemiologists, and others to link local public health agencies to needed resources. The ideal candidate will be able to identify methods to highlight and cross-share strategic planning, process improvement, and performance management efforts across the state.
This individual will be expected to represent the Environmental and Local Public Health Bureau, and as applicable Iowa HHS, in the management of and/or participation in internal and external projects assigned by leadership. The successful candidate must have a systems thinking approach. They must have knowledge of how to implement process improvement. In addition, the candidate must have experience in strategic planning, process improvement, and performance management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

2) assessing staff members’ knowledge and skills regarding strategic planning, process improvement, and performance management,
3) creating agency strategic plans and performance management plans,
4) addressing challenges in implementing strategic plans and performance management,
5) evaluating strategic plans and performance management outcomes, and
6) reporting progress, successes, and opportunities for improvement to key stakeholders.

Requirements
535 Public Health:6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.
Qualifications
Graduation from an accredited college or university with major coursework in nursing, a human services or health-oriented field, or education, or nutrition and three years of professional experience in these areas;
OR
Masters degree in nursing, public health or science, a human services or health-oriented field, or education, may be substituted for one year of the required experience;
OR
certification as a paramedic and the equivalent of three years of full-time experience as a paramedic;
OR
an equivalent or combination of the required education and experience, totaling seven years, will be qualifying.
