Tobacco Unit Supervisors - Tobacco Prevention and Treatment and Food and Drug Administration

The Department of Health Services (DHS), Division of Public Health (DPH) works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents. 

DPH is recruiting for two Health Services Supervisors within the Bureau of Community Health Promotion (BCHP), Commercial Tobacco Prevention and Treatment Program Section. One position will oversee the Tobacco Prevention & Treatment (TPT) Unit and one will oversee the Food & Drug Administration (FDA) Unit

Both positions offer the option to work remotely 5 days per week. The FDA Unit Supervisor will be required to be headquartered at and report to the DHS central office (1 W. Wilson St, Madison, WI) on occasion. The TPT Unit Supervisor will be headquartered at one of the DPH central or regional offices. The employee must be able to establish a secure home office if working remotely. This schedule may vary based on training or operational need.

Position Summary

Tobacco Prevention & Treatment (TPT) Unit Supervisor

As the TPT Unit Supervisor, you will be responsible for directing and supervising the staff of the TPT unit and be responsible for guiding the completion of requirements and formulating recommended decisions in the various program areas impacting the health of the people of Wisconsin. You will also provide oversight of the implementation of an infrastructure at DHS that supports statewide tobacco prevention and treatment programs.

Food & Drug Administration (FDA) Unit Supervisor

As the FDA Unit Supervisor, you will be responsible for directing and supervising the staff of the Unit and the program development, implementation and updating of FDA policies and guidelines, budget development, monitoring, and reporting that includes a large subcontract for reporting to the FDA. In this position, you will work with Tobacco Enforcement Specialists and Underage Purchasers in conducting investigations to support the FDA to enforce the federal Family Smoking Prevention and Tobacco Control Act with respect to tobacco retail establishments.

Salary Information

The starting pay is between $39.50 and $43.46 per hour (approximately between $82,100 and $90,300 per year), depending on qualifications, plus excellent benefits. 

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. These positions are classified as Health Services Supervisors and are in pay schedule and range 81/03. A 12-month probationary period is required. 

Job Details

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience in a leadership role providing coaching, guidance, and training. 
  • Experience with the grant management process including grant writing, preparing contracts, and monitoring budgets. 
  • Experience interpreting or applying federal or state policies, laws, regulations, or similar related to tobacco prevention or cessation. 
  • Experience establishing and maintaining working relationships and building partnerships with diverse organizations and teams. 

Well-qualified applicants will also have one or more of the following:

  • Experience in a supervisory role performing duties such as hiring, delegating work responsibilities, reviewing performance, etc.
  • Experience with the secondary grant process in Wisconsin, including knowledge of state budgeting and procurement procedures.
  • Experience with program management (e.g. planning, development, implementation, evaluation, etc.).
