Public Health Nurse 2/3 Flex (PCN 061502M, SHARP Eligible $60,000)

This position will be filled at either the 2, or 3 level, depending on the applicant's qualifications and job experience.

We have an exciting opportunity for a flexible Public Health Nurse (PHN) to join our team in Bethel, Alaska. Depending on your qualifications and experience, you’ll be hired at either the PHN 2 or PHN 3 level.

PHN 2 Responsibilities:

  • Apply your journey-level knowledge of Public Health Nursing competencies, principles, and procedures.
  • Provide a wide range of services to individuals, communities, and systems.
  • Your primary focus will be at the Public Health Center, but occasional travel to outlying areas or communities may be required for itinerant nursing services.

PHN 3 Responsibilities:

  • Deliver comprehensive Public Health Nursing services to villages and rural communities.
  • Use an individual, community, and systems approach to improve health outcomes.
  • Collaborate with individuals, communities, groups, organizations, and systems to address core functions and essential services in public health.

Sharp Program Eligibility: 
The successful candidate may be eligible for a $60,000 incentive award through the Alaska SHARP 3 program. If selected, the applicant will enter into a contract with the State of Alaska agreeing to live and work in Craig for a period of three years. SHARP participants can choose quarterly student loan repayments or direct payments for the duration of the contract, in addition to their base salary. Most applicants who apply are eligible. Special Note: 
  • Valid Alaska Registered Nursing License will be required --Alaska Nurse Practice Act: Nursing Statutes AS 08.68, Nursing Regulations 12 AAC 44;
  • Valid driver’s license is required for this position. 
  • CPR Certification is required for this position.
  • This position will travel to remote areas of Alaska via small aircraft.

Minimum Qualifications: 
PG03A2 – Public Health Nurse 2
Eligibility for licensure to practice as a Registered Nurse in the State of Alaska;
AND
Bachelor of Science in Nursing (BSN) from an accredited college or university or Direct Entry Master of Science (MSN) in Nursing from an accredited college or university.

PG03A3 – Public Health Nurse 3
Eligibility for licensure to practice as a Registered Nurse (RN) in the State of Alaska;
AND
Bachelor of Science in Nursing (BSN) from an accredited college or university or Direct Entry Master of Science (MSN) in Nursing from an accredited college or university;
AND
Any combination of additional education, certification, and/or experience that provides the applicant with competencies in:
  • Public Health: Applies knowledge of the concepts, principles, theories, methods, and tools associated with protecting and improving the health of people and their communities, including promoting healthy lifestyles, researching disease and injury prevention, and detecting, preventing, and responding to infectious diseases.
  • Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

Equivalent to those typically gained by:
Advanced post-secondary education in nursing, public health, healthcare services, healthcare administration, or a closely related field that includes master’s level study in nursing and/or public health;
AND/OR
Professional experience in public health, community health, international health, and/or occupational health nursing.

Special Notes:
Candidates not currently licensed by the State of Alaska, who otherwise meet the eligibility requirements for licensure as a Registered Nurse (RN) in the State of Alaska and requisite knowledge, skills, and abilities, may apply for vacancies in this job class. Applicants qualifying under this option may receive a conditional job offer; however, proof of RN licensure will be required prior to appointment and reporting for duty.

Candidates not actively enrolled, but who can provide proof of acceptance into an accredited Registered Nurse to Bachelor of Science in Nursing (RN-to-BSN) bridge program, may apply for vacancies in the Public Health Nurse 1 job class. Continued employment of the successful candidate is contingent upon active enrollment and attendance in the program commencing within six months of initial hire.

Successful performance of this work requires knowledge of principles and concepts of professional nursing, public and community health, and health care systems typically acquired through a course of study resulting in a Bachelor of Science in Nursing (BSN) or Direct Entry Master of Science in Nursing (MSN). Continued employment and advancement from Public Health Nurse I to Public Health Nurse 2 is contingent upon maintaining active enrollment, in good academic standing, and successful completion of an accredited Registered Nurse to Bachelor of Science in Nursing (RN-to-BSN) bridge program within twenty-four months of initial hire, including time devoted to completing the enrollment process.

“Training” and “education” are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
 

Qualifications

At the time of interview please provide the following, if not included at time of application:
  1. Three (3) professional references we may contact by phone, one (1) of which must be a current or former supervisor.
  2. Current performance evaluation, if available.
  3. A copy of academic transcripts (unofficial are okay, please ensure that the institution name/URL is listed on the transcripts) if used to verify that you meet the minimum qualifications.
If chosen for the position, you will be required to provide the following items prior to employment:
  1. A copy of current Alaska Registered Nurse license.
  2.  Proof of Tetanus, Diphtheria, Pertussis (Tdap), Mumps, Measles, Rubella (MMR), and Varicella immunizations. 
  3. Proof of Hepatitis B (immunity or a signed declination statement).
  4. Annual influenza vaccination or a signed declination statement.
  5. Proof of Tuberculosis screening within past 12 months. 
  6. A copy of current driver’s license.
  7. Copy of CPR certificate

SUPPLEMENTAL QUESTIONS

The State of Alaska uses four proficiency levels to measure and describe an applicant’s level of competence in applying certain behaviors, knowledge, skills, and abilities to accomplish a specific task.  The four proficiency levels are Mastery, Fluency, Literacy, and Discovery. You must rate your proficiency level for each competency listed in the supplemental questions. 


FLEXIBLY STAFFED 
This position is flexibly staffed. Depending on the applicant's training and/or experience, this vacancy may be filled at either the  2, or 3 levels. The full range of salaries is listed above. The starting salary will be determined by the position level. If filled at a lower level, promotion to the higher level will only occur upon successful completion of the probationary period and required training, and the applicant meets the minimum qualifications of the higher job class and final approval by the supervisor.  

EDUCATION
To verify education is being used to meet and/or support the required minimum qualifications/competencies, you must fill in the Education section of the application. If you have not obtained a degree, please indicate the number of units completed. Copies of transcripts are required to verify educational credentials used to meet or support the minimum qualifications/competencies for a position and are required with each application.
