We are seeking a highly skilled and motivated individual to join our team as Regulatory Analyst.  As a key member of our team, you will play a crucial role in reviewing the work of others, determining the scope of issues, and leading projects to develop innovative solutions. This is a full-time, project, Regulatory Analyst 3 position, currently funded through February 1, 2026.

Health Systems Quality Assurance

Office of Health Professions

Location:  Tumwater, WA (flexible/hybrid)

As a Regulatory Analyst (RA3), you will:

  • Perform policy analysis related to health professions.
  • Provide technical assistance on health profession legislative activities and issues within the department, division policies and procedures, and state and federal law.
  • Server as lead worker for the office’s rules and bill analysis.
  • Review the work of others and serve as lead on projects.
    1. Determine the scope of any issues or problems.
    2. Help analyze current processes, instructional materials, and performance measures.
    3. Lead the team to develop new techniques or methods to accomplish the operational work of the office and division.
    4. Support the operations of the office.

 

Responsibilities include, but are not limited to:

  • Independently performing regulatory policy analysis to develop and implement complex and controversial rules, bill analysis, and special projects for health care professionals.
  • Developing, completing, and delivering special projects and assignments of complex nature that are politically sensitive and highly visible.

Essential Requirements & Qualifications

Note: Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

 

  • Option 1: Seven (7) or more years of experience performing regulatory analysis for Washington State government, WHICH INCLUDES one (1) or more years as a Regulatory Analyst 2 or equivalent.

 

  • Option 2: Eight (8) or more years of professional research or analysis experience with an institution engaged primarily in regulatory matters.

 

  • Option 3: A bachelor’s degree or higher involving a major study in economics, accounting, business or public administration, finance, social sciences, law, or a related field; AND three (3) or more years of experience performing regulatory analysis for Washington State government, WHICH INCLUDES one (1) or more years as a Regulatory Analyst 2 or equivalent.

 

  • Option 4:  A bachelor's degree or higher involving a major study in economics, accounting, business or public administration, finance, social sciences, law, or a related field; AND four (4) or more years of professional research or analysis experience with an institution engaged primarily in regulatory matters.

 

AND (for ALL of the above options) the following:

Demonstrated experience in the following areas:

  • Researching, evaluating, and drawing conclusions from data; supporting recommendations with facts and analysis; and interpreting laws, rules, and procedures.
  • Consulting experience, which includes experience identifying writing strengths of others; and coaching, mentoring, or consulting with others to develop and improve their writing skills.
  • Relationship building, which includes experience developing positive, productive, and respectful working relationships with customers and co-workers.
  • Leadership, which includes project management.


Desired Skills & Preferred Experience 

  • A master’s degree or higher involving a major study in economics, accounting, business or public administration, finance, social sciences, law, or a related field.

Work Location & Flexibility

The duty station for this position is in Tumwater, WA. Telework (mobile work) is currently expected. When approved, the employee is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. We anticipate the incumbent will work at the Tumwater office one day per month.
