GENERAL DESCRIPTION: 


The Preparedness Laboratory (PL) and Microbiology Program Bacteriology Section (BacT) Supervisor serves as the senior diagnostic lab consultant for the Wyoming Public Health Laboratory and Preparedness and Response Unit, a responsible official for the Wyoming Public Health Laboratory BSL-3 laboratory, and senior laboratory scientist within the BSL-2 and BSL-3.  Under the direction of the Microbiology Manager, the PL/BacT supervisor is responsible for supervising all PL/BacT activities including managing PL/BacT grants and grant spending, supervision of section personnel, quality control oversight of analytical testing, directing development of new assays, final review of results, training and proficiency of scientists and technicians, and training to coordinate activities across the State of Wyoming.   The PL/BacT supervisor is expected to maintain competency on all PL/BacT assays to ensure continuity of operations. The PL/BacT Supervisor functions as the “Laboratory Point of Contact” for federal, state, and local agencies during emergency events. The PL/BacT Supervisor oversees laboratory involvement in statewide exercise drills simulating an emergency event, participates in on-call, 24/7, scheduling for the health department, and answers the 24/7 public health emergency phone line several weeks per year.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
 

  • Oversee Preparedness Laboratory Operations including: supervising employees, BSL-3 laboratory safety, coordinating instrument maintenance and repair, monitoring and controlling spending, ensuring grant deliverables are met on time, grant writing, SOP writing, risk assessments, and reporting to federal, state, and county agencies.
  • Oversee the Microbiology Program Bacteriology Section including: supervising employees, laboratory safety, coordinating instrument maintenance and repair, monitoring and controlling spending, ensuring grant deliverables are met on time, grant writing, SOP writing, risk assessments, training and reporting to federal, state, and county agencies..
  • State LRN-B and LRN-C Coordinator: Responsible for maintaining, coordinating, and expanding the statewide laboratory response network to provide coordinated, rapid, and effective laboratory services in response to biological or chemical threats and other public health emergencies. Coordinate training across hospitals, clinics, and other laboratories to ensure safety and compliance with laboratory best practices. Ensure compliance with CDC LRN-B and LRN-C requirements and reporting.
  • Diagnostic Testing of Biological and Environmental Samples:  Utilize complex instrumentation to determine the presence of target biological or chemical agents. Interpret analytical data and review results before reporting ensuring accuracy and maintenance of legal chain of custody.
  • QA/QC Program and Data Quality Control:  Develop, supervise, and delegate the QA/QC program for all BSL-3 activities.   Develop and supervise the Chemical Hygiene Program.  Develop and supervise laboratory safety program.  Provide scientist supervision, training, and team lead bench-level duties for analysis of biological and environmental samples.  Perform periodic reviews of reports to identify areas for continual process improvement.   
  • Staff and Partner Agency Support:  Provide customer service to all submitters of samples regarding sample collection, submission, and interpretation of results. Provide expert testimony and support on matters involving biological or environmental samples collected by State and Federal Law Enforcement.  Develop training and travel to partner agencies to provide training on sample collection and testing.   
  • Research, method development, and method validation:  Oversee and conduct ongoing research to ensure proficiency and competency in pertinent testing areas.  Develop, supervise, and coordinate validation, verification, and cross-platform comparison assays. Research new methodologies to expand the testing capabilities of the PL laboratory. Migrate existing analysis to new analytic instrumentation.  Periodically update and enhance methods to conform to best practices in the field.
  • Continuing Education and Professional Development:  Attend and participate in CDC, APHL, and other training courses, conventions, and seminars.  Enhance knowledge with attendance and participation at internal and external scientific forums.
  • Participate in the Public Health Division’s response to public health events as needed

Qualifications


PREFERENCES: 


Preference will be given to candidates with an advanced degree in microbiology, chemistry, or related field; at least 3 years of supervisory experience in a high complexity laboratory; at least 1 year of experience in molecular biology or bacteriology; experience in laboratory safety, training and outreach, and quality management systems; exemplary written, verbal and interpersonal communication skills; willingness to travel throughout the State of Wyoming; a valid driver’s license.


KNOWLEDGE: 
 

  • Skills in budget management, oral presentations, grant writing, and employee oversight.
  • Knowledge of biosafety for BSL-2 and BSL-3 laboratories.
  • Knowledge of packaging and shipping requirements for category A and category B specimens.   
  • In-depth knowledge of laboratory techniques for biological and environmental sample analysis.
  • Working knowledge of contemporary microbiology, virology, and serological testing  
  • Knowledge of federal regulations for diagnostic laboratory operations and select agents.  
  • Ability to respond in an emergency situation 24/7.


MINIMUM QUALIFICATIONS:
 

Education:
Bachelor's Degree (typically in Science)
 
Experience:
1-3 years of progressive work experience (typically in a medical or environmental laboratory) with acquired knowledge at the level of a Senior Laboratory Scientist
 
OR
 
Education & Experience Substitution:
4-7 years of progressive work experience (typically in a medical or environmental laboratory) with acquired knowledge at the level of a Senior Laboratory Scientist
