Description of Job

The Work Unit:

Division of Disease Control and Public Health Response (DCPHR) 

The Division of Disease Control and Public Health Response (DCPHR) exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare for, and nimbly respond to, all types of conditions and events that impact the public’s health. Newcomer Health Program (NHP) is a program within the Health Equity Branch. The purpose of the program is to conduct surveillance to detect, prevent and control diseases, and evaluate existing health programs to improve the health of refugees and/or immigrants who are newly arrived in the United States. The program: 1) enhances existing surveillance networks for communicable and non-communicable diseases, including, but not limited to: vaccine-preventable diseases, malaria, hepatitis, intestinal parasites, nutritional deficiencies, and anemia; 2) evaluates the health status of refugees and/or immigrants for the purposes of informing and improving U.S. programs for overseas and the post-arrival health assessments and interventions, such as presumptive treatment for parasitic infections; and 3) improves the health of refugees and/or immigrants undergoing U.S. resettlement and protects the health of their receiving communities by controlling the spread of communicable diseases. This program addresses the “Healthy People 2020” focus area(s) of Global Health. The program is also responsible for monitoring all refugee screening data received from a number of community health clinics that perform the refugee health screening and distribute this data to a variety of internal and external partners, including local, state, and federal public health authorities and agencies. The Health Equity Branch, and the Newcomer Health Program operate on the belief that all people (no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location) should have the opportunity to live healthy lives. 

An additional focus of NHP is to manage a national Center of Excellence in Newcomer Health (COE). NHP leads the surveillance and epidemiology component of the national COE, houses and manages a data coordination center, and coordinates refugee surveillance data from multiple states, other state agencies, and clinics within Colorado, including overseas and domestic medical screening data and additional public health data, as identified. Coordinating and pooling data from around the country makes information accessible to public health workers, policymakers, healthcare providers, and the general public. The program expands and enhances refugee public health surveillance capacity in Colorado and builds a network around the country.

What You Will Be Doing:

This position serves on a team of analysts in the Newcomer Health Program. In addition to analysis for core functions of the unit funded by the Colorado Department of Human Services, this position conducts analysis and reporting for the Center of Excellence in Newcomer Health specifically related to health conditions among newcomers both domestically and overseas. The position serves as a primary point of contact for newcomer and mapping analyses for the COE. The position requires extensive knowledge in statistical analysis and bio-statistical principles, with emphasis on the visual display of data via a business intelligence tool. The position is responsible for taking large amounts of data from a variety of sources, pooling, and manipulating data for aggregate reporting and analysis. This position uses appropriate statistical software (e.g. SAS), and a business intelligence platform (e.g. Tableau), ensuring appropriate statistical methodology is utilized to perform epidemiologic and statistical analyses using multiple data sources. This position is required to work on several important projects and complex datasets simultaneously, and requires active participation on a number of different collaborative projects and work groups. This position provides statistical analysis and reporting support, working with members of the Newcomer Health Program and collaborating with the stakeholders at contracted screening clinics. The position acts as a resource to internal and external stakeholders for the COE. This position serves as a technical resource and may train other analysts to conduct complementary analyses. This position responds to requests for information and presentations from the public, CDPHE, and other health and public health professionals. This position also works with other mapping and validation specialists on the team to map data from domestic and overseas sources to the COE database, namely from the CDC Electronic Disease Network (EDN) and clinical data from Refugee Health Clinic electronic medical records (EMRs).

Responsibilities of the position include but not limited to:
Statistical Analysis
  • Under the guidance of the Newcomer Health Epidemiology and Data Unit supervisor, this position collects, compiles, cleans, analyzes, and reports on a variety of health and public health data related to refugees, with a focus on health and mapping data. 
  • Uses appropriate statistical software (e.g. SAS) to perform statistical analysis. The analyses includes descriptive and inferential statistics (such as logistic regression to determine the degree to which socioeconomic factors may predict certain health outcomes), and is performed on Colorado-specific and COE network partner data. 
  • An analytic resource for the state of Colorado and the COE, and conducts analyses on health conditions (including COVID-19), providing guidance and technical support on specific health conditions and population-based research questions and evaluations. 
  • Keeps up-to-date with current analytical and data management techniques and concepts for population-specific analyses and complex structured and unstructured data. 
  • Performs statistical analyses related to complex analytical investigations involving highly specialized scientific data. 
  • Adapts or combines a variety of existing statistical methods to fulfill specific project needs. 
  • Designs, manipulates, and utilizes databases for analysis of health statistics and trends in health problems. 

Data Reporting
  • Determines and develops the best methods to visually and accurately present the data using an online business intelligence platform or other tools. 
  • Evaluates and selects from a variety of visual displays for analyses, based on the parameters selected and jurisdictions included in the analysis. 
  • Selects the appropriate display for analysis, which may be tabular, graphical, geospatial. 
  • Coordinates with data owners and stakeholders from the Centers of Excellence data coordination center work group and Colorado partners to present methods chosen for visually displaying analyses. Incorporates feedback from data owners and stakeholders regarding visual display of data, when appropriate. 
  • Participates in the design, management, and use of surveillance systems for diseases of public health importance. 
  • Identifies program surveillance data needs, designs instruments for the collection of surveillance information and data, and implements new or revises existing surveillance systems. 
  • Conducts advanced descriptive and comprehensive analyses (e.g., simple regression, stratified analyses to control for confounding, adjusted odds ratios, and relative risks) of surveillance data for multiple audiences. 
  • Reports key findings through written reports to stakeholders during special projects, annual reporting, and routine and ad-hoc reporting within the State of Colorado.
Collaboration with Internal/External Stakeholders
  • Serves as a technical resource and provides guidance to internal staff, external Colorado and national partners and stakeholders regarding the Centers of Excellence in Newcomer Health and Colorado Refugee Health Program. 
  • Participates in content area work groups and meetings on a regular basis, both internally, within Colorado Refugee Health and stakeholder teams, and with national COE partners and stakeholders. 
  • The position is to clearly present and explain data and processes implemented to visualize data at stakeholder meetings and to network partner states across the nation. 
  • Provides scientific advice and technical assistance to communities and outside partners with respect to surveillance and other epidemiologic data and evaluation expertise. 
  • Effective advice and assistance requires the application of program and epidemiologic expertise to complex public health issues, with an understanding of the appropriate cultural/social/political framework, as well as the ethical/legal issues related to epidemiologic data collection, dissemination, and use.

Minimum Qualifications:
NOTE:  An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. 

Work Experience:    
Four (4) years of relevant experience in public health related to conducting statistical analysis or epidemiological research, conducting disease surveillance, or other closely related experience in an occupation related to the work assigned to this position. Experience must include working with data analysis tools (SQL, SAS, R, Tableau, etc.) 

OR:

Education and Work Experience:   
A combination of related education from an accredited institution in Statistics, Mathematics, Biostatistics, Data Science, Public Health, Epidemiology, or a field of study closely related to the work assignment.    AND/OR   Relevant experience in public health related to conducting statistical analysis or epidemiological research, conducting disease surveillance, or other closely related experience in an occupation related to the work assigned to this position equal to four (4) years. Experience must include working with data analysis tools (SQL, SAS, R, Tableau, etc.)

Preferred Qualifications:     
 In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:

  • Experience working with Google and Microsoft Suite products.
