GENERAL DESCRIPTION: 


The purpose of the Public Vaccine Program (PVP) Education and Compliance Specialist position is to provide coordination, support, and assistance in all aspects of simple to somewhat complex projects and activities related to the PVP. This includes supporting providers who are enrolled with the PVPs to ensure activities are in accordance with guidelines established by the Immunization Unit and the Centers for Disease Control and Prevention (CDC). This position will be responsible for resolving conflicts and noncompliance issues as well as communicating relevant information to enrolled providers. This position will provide educational guidance and resources to aid enrolled PVP providers. This position will be responsible for assisting healthcare facilities around the state to become enrolled with a PVP, including providing education and guidance for billing, eligibility, storage, and handling.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Conduct in-person public vaccine program compliance site visits.
  • Develop and maintain written protocols and policies for: selecting providers for site visits; scheduling, preparing for, and conducting site visits; and documenting, reviewing, and reporting site visit results.
  • Conduct follow-up site visits as needed with providers who have been identified as non-compliant.
  • Provide technical assistance, education, and training to immunization providers.
  • Educate providers on proper storage and handling of vaccines through various methods, including in-person during site visits, per provider requests, and through the development and implementation of online training modules.
  • Assist in the annual facilitation of regional training for enrolled public vaccine program providers
  • Educate providers on various components of public vaccine programs as needed.
  • Develop, maintain, and update training modules as necessary as part of the Vaccine Coordinator Training Program (VCTP).
  • Ensure that enrolled providers operate in a manner that prevents fraud and abuse of the PVP.
  • Ensure that providers store and handle publicly supplied vaccines in a manner that maintains vaccine viability and reduces vaccine wastage.
  • Serve as the main point of contact for all vaccine storage unit approvals.
  • Investigate and analyze temperature excursions and develop a root cause analysis for each temperature excursion. 
  • Develop and maintain written policies, protocols, and procedures to ensure that PVP-enrolled providers properly replace publicly supplied vaccines on a dose-for-dose basis if the loss is deemed non-viable due to provider negligence.
  • Utilize software provided by the CDC to assess healthcare providers’ immunization practices and compliance with PVP and procedures.
  • Prepare communication for any instances of escalated compliance findings and follow outlined WDH routing processes.
  • Monitor submission of and progress on corrective action plans from public vaccine program providers.
  • Communicate concerns regarding provider compliance to appropriate Immunization Unit staff for follow-up.
  • Collect and analyze program data to identify programmatic and training opportunities. Use the data to develop comprehensive plans for program enhancement and report findings to the Public Vaccine Program Manager.
  • Participate in conferences, trainings, and meetings as necessary.
  • Must be available to assist with compliance and public vaccine program responsibilities during a pandemic or emergency event. 
  • Identify and recruit new healthcare providers who serve PVP-eligible populations to enroll them in the PVP.
  • Develop and maintain written policies, protocols, and procedures for recruiting and enrolling providers into the PVP.
  • Implement and monitor the provider enrollment process in conjunction with the Provider Support Specialist.
  • Other duties as assigned. 

Qualifications


PREFERENCES: 


Bachelor's Degree (typically in Business/Project Management) plus 0-3 years of progressive work experience (typically in project management); OR 4-6 years of progressive work experience (typically in project management).
