Your Specific Responsibilities:

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is a supervisory position designed to provide direct supervision and management of assigned WIC unit and employees. The incumbent provides services for the Women Infant Children (WIC) Program in accordance with DHM 150 24, and the FL WISE User’s Manual. Incumbent is responsible to follow and adhere to all rules, regulations, policies, and procedures of the Florida Department of Health (FL DOH) and the WIC and Nutrition Program. The incumbent in this position will have the authorized “need to know” access to confidential WIC client records, and the FL WISE data system. Assignments of Duty Station, hours and days worked may vary based on agency/unit needs. Incumbent will have access to records containing social security numbers in the performance of job duties. The incumbent of the position will work with a diverse population and will deliver services in English/Spanish or English/Creole.

 

Responsible for the oversight and management of operations at the Miami Dade WIC clinic assigned. The supervisor oversees facilities management and works with DOH MD facilities and safety on any identified issues and remediation. Ensures the clinic processes and flow meets organizational objectives and goals. Independently supervises and manages queuing software, dashboards, and analyzes unit operational data and indicators. Finds and implements creative solutions to process management which include, but are not limited to, making staffing changes, role changes within their clinic, shifting assignments and responsibilities, and other operational changes as needed. Oversees the organization and management of all Miami Dade WIC inventories housed at their site. This includes formula and EBT card inventory, general nutrition education materials, office supplies and displays as approved by the local and state agency.

 

Responsible for all supervisory duties including, but not limited to, developing performance plans using SMART objectives, conducting performance appraisals, directing/developing employees, and taking disciplinary action as appropriate. Provides leadership and coaching opportunities to direct reports by motivating, training, providing guidance, and other activities. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and provide disciplinary action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

 

Manages all cluster unit responsibilities. The cluster supervisor is responsible for negotiating and approving all cluster staff leave requests. Ensures appropriate staffing is available at all assigned cluster locations to meet agency needs. Works with Miami Dade WIC management to assess daily staffing and provides staff coverage within the agency on demand or as needed. Ensures agency approved processes and procedures are followed consistently and are standardized throughout the cluster. Schedules and leads, at a minimum, quarterly staff meetings with all cluster unit staff. Builds comradery and promotes team building within the cluster via independently planned staff development activities, meetings, and trainings.

Responsible for quality assurance and quality improvement at the unit assigned. Consistently evaluates internal policies and procedures, reviews state and local agency developed reports, monitors, and evaluates all state and local agency indicators, and reviews records and case studies. Develops corrective action plans when issues are identified and works with the Miami Dade WIC administration on improvement initiatives. Oversees all unit indicators for compliance and trends.

 

Provides appropriate nutrition counseling and education to WIC participants. Provides breastfeeding education to pregnant, postpartum and breastfeeding women. Documents findings and recommendations for all clients in the WIC electronic record. Consults healthcare professionals and makes recommendations concerning nutritional findings and needs of clients. Makes appropriate referrals. Develops, documents, evaluates and revises nutrition care plans and/or notes for individual high risk and medically high-risk clients. Makes referrals for appropriate services as needed.

 

Serves as a backup of the Outreach PHNC. Assist the Outreach PHNC with the planning and coordination of participation in community health fairs, special events, presentations, conferences, community meetings, media, and other similar activities as needed. Provides and/or coordinates presentations, lectures, and educational sessions related to the WIC program, nutrition and breastfeeding in various community settings including physician offices, hospitals, educational institutions, and community health programs. Assist with the schedule of WIC staff coverage at all outreach events. Distributes and prepares materials for outreach events. Ensures that Miami Dade WIC information, and partnerships are promoted via the DOH Miami Dade public information office and DOH social media. Serves as co-chair/lead for the WIC outreach committee and directs all member activities. In the absence of the Outreach PHNC will monitors, tracks, and evaluates outreach activities for the program. Documents all outreach activities via the Nutrition Education and Outreach Report (NEAR). Solicits information in a timely manner from WIC staff regarding participation in outreach activities and completes and submits the monthly NEAR outreach report to the Florida Department of Health in Dade CHD of WIC and Nutrition Services within established timeframe. Acts as a resource for WIC staff on community programs and partnerships.

 

Assesses clients’ nutritional status and determines program eligibility based on income and nutrition guidelines. Assesses client’s breastfeeding status and refers to Breastfeeding Peer Counselor (BFPC) and/or International Board-Certified Lactation Consultant (IBCLC) as deemed necessary. Assists with obtaining heights, weights and completion of CLIA waived hemoglobin tests as needed.

 

Develops initiatives and activities to increase participation and increase caseload at the unit assigned. Develops unit specific outreach and supports and participates in Miami Dade WIC sponsored events. Outreach activities include, but are not limited to, health fairs, DOH events, community programs, contacting healthcare professionals, contacting potential WIC clients, attending outreach activities, scheduling and rescheduling client appointments, and other outreach activities as assigned.

 

Operates FL WISE Computer System, scanners, pin pads, and network printers, and electronic databases i.e., Formula Tracking. Provides on the job training as needed to all levels of staff in assigned unit. Attends all WIC Program and Florida Health in Miami Dade County meetings and/or other conferences as assigned. Attends and completes all mandatory in-service trainings. Provides clinical experiences to undergraduate, graduate students and interns.

 

Submits completed Voter Registration Applications to the Supervisor of Elections within 5 days. Conducts staff development and in service training sessions as needed. Conducts regularly scheduled staff meetings as required. Ensures cluster meetings are held quarterly. Performs other related duties as assigned. Adheres to assigned work duties as designated by supervisor.

Qualifications:

Minimum –

Incumbent in this position is required to be a licensed Dietitian in the State of Florida, bachelor’s degree with a major in: Public Health Nutrition, Dietetics, Food and Nutrition, or Food Service Management from an accredited college or university.

Preferred –

Incumbent in this position is preferred to be bilingual in English/Spanish or English/Creole.
