The Work Unit:

This work unit implements the construction permit program, which includes reviewing, processing, and evaluating air pollution permit applications for major, synthetic minor, and true minor sources. Permit application review includes performing an independent and highly technical engineering analysis to estimate emissions of air pollutants. Evaluation of air pollution control equipment is performed in order to determine if the equipment is capable of controlling emissions to a level that will enable the applicant to comply with all applicable air quality regulations and standards. The unit also evaluates emissions offsets; determines applicable requirements such as Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS), and Maximum Achievable Control Technology (MACT) standards, updates emission inventories for new and existing sources, and provides input on revisions to regulations and standards as required. The unit provides other Division staff, applicants and the public with interpretations, clarifications, and policy guidance regarding air quality regulations, standards, and requirements for stationary sources. The unit also participates in LEAN activities to improve the Stationary Source Program’s business processes, including air quality construction permitting.                                                        

What you will be doing

This position serves as a Construction Permitting Work Lead. Specifically, this position is responsible for overseeing and reviewing permitting activities related to Construction Permitting actions and will work with supervisors to establish oversight goals and objectives for the unit. This position will help establish standardized permit and basis document language, will evaluate existing and new state and federal regulations to identify gaps or other issues related to monitoring compliance with applicable requirements, will review work products from Construction Permit Engineers, and will assist Construction Permitting Unit supervisors with developing internal and external guidance. Other specific types of permitting actions overseen by this work lead position will be established by the supervisor. The position will also train, lead, and prioritize duties related to permitting delegated staff to maximize the Division’s oversight resources. 

This position also conducts engineering reviews (analysis of permit application data and information using mathematics, chemistry, physics, and engineering sciences) of major, synthetic minor and minor source construction permit applications and carries out established work processes and operations by applying and following permit review procedures, guidance, rules, and regulations. The engineering reviews require an understanding of process flow diagrams and schematics, and basic process and equipment design knowledge. This position conducts engineering estimates of emissions of air pollutants, including determining the most appropriate method of estimating emissions and the most appropriate emission factors to be used, and evaluates the effectiveness of air pollution control equipment and/or control measures.

Job Duties:

• Assign work, monitor workflow and progress to verify quality and quantity of services and products meets standards, timeliness, and contributes to accomplishing the unit’s work plan objectives.  
• Implement methods, procedures, and processes to improve workflow and productivity.  
• Monitor employee performance, provide feedback and coaching to staff on work and projects, and contribute to each assigned employee’s performance plans and evaluations.  
• Provide guidance to staff to staff assignments and projects, monitor status of project progress. 
• Establish work schedules.  
• Review attendance, workplace behavior, communication, and competencies with employees on a regular basis.
• Identify training needs to communicate to the supervisor and provide training as needed.

Engineering Review and Draft Construction Permits

• Under limited guidance from the unit supervisor, conducts reviews of increasingly more complex construction permit applications for air pollution sources. 

• Identifies emission points, calculates emissions, reviews air dispersion modeling results, determines applicable requirements, writes public comment notices, and issues permits and exemption letters. Prepares permits for all types of industry. 

• Provides guidance and project information to internal and external customers. 

• Responds to EPA, industry, and public comments/concerns.

• Interacts with applicants, the public and local agencies to provide information and guidance and to clarify official policy and procedures pertaining to program goals and Air Quality Control Commission regulations.

• Keeps current on the latest technological developments and their influence on air pollution regulations and practices. 
• Reviews publications, attends seminars, conferences and training courses, participates in discussions with professional groups. 
• Conducts professional, position-related development activities for internal staff or interested stakeholders regarding the permitting process.  Reviews technical literature and attending in-house and formal training classes to continually update their current skill set in order to keep abreast in this continually evolving profession.  Collaborates on special projects at the grassroots level.

• Identifies, develops and implements process improvements for the Construction Permit Unit at the grassroot level. Includes developing standardized emissions calculations spreadsheets and revising permit application forms to ensure process runs as efficiently as possible.

Residency Requirement: 

• Current enrollment as an Engineer Intern by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
• One (1) year of professional experience in an occupational field related to the work assigned to the position

• Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors will substitute for the enrollment as an Engineer Intern
• Appropriate education in addition to that required for enrollment as an Engineer Intern will substitute for the required experience on a year-for-year basis
