Policy Analyst, Health Equity & Social Justice

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

Supplemental Information

Project Management: assists with the data collection, reporting and analyses activities of the Division of Health Equity & Social Justice. Provides analyses and support to help advance the City’s key health priorities, including but not limited to creating healthy neighborhoods: housing, education, criminal justice, wealth creation, correcting health inequity, and implementing pro-equity health practices and policies. Works on projects designed in conjunction with the division and the public health department aimed at improving the health and well-being of vulnerable populations.

  • Implements data analyses to identify the most pressing health disparities impacting vulnerable populations across the city & region
  • Compiles data and coordinates presentations and reports for multiple audiences
  • Reviews and evaluates legislation and policies; internal, external, local, regional and national
  • Evaluates the impact of policies on health outcomes
  • Proposes suggestions to improve the effects of policies 
  • Liaises with stakeholders to determine needs and goals of policies
  • Edits and amend policy drafts as required
  • Performs other appropriate duties that are critical to advancing the mission, duties, and responsibilities of the Division of Health Equity and Social Justice and performs other duties as assigned. 

Minimum Qualifications:

  • A Bachelor’s Degree in Public Health, Health Policy, Public Affairs, Public Administration, or related field is required. (Substitution:  a combination of other certification or credential and two additional years of full time paid related experience may substitute a Bachelor’s Degree.)  

Experience Required and Additional Duties:

  • Working knowledge of key equity, diversity and social justice concepts
  • Understanding of social determinants of health, root causes and upstream policies 
  • Working knowledge of the legal aspects affecting policies
  • Experience with public policy, health/healthcare policy and advocacy
  • Efficiency in Microsoft Office (Word, Excel, Power Point etc.), as well as other communication and presentation tools, apps and software
