Description of Job

The Work Unit:

The Climate Change Program (“Program”) is housed in the Air Pollution Control Division. The Program provides necessary technical information, guidance, planning, and coordination for the development and proposal of climate-related greenhouse gas (GHG) emission reduction strategies and programs. In carrying out these duties, the Program also has the lead responsibility for identifying and engaging Disproportionately Impacted Communities around equity and environmental justice. This work is completed to ensure Colorado satisfies statutory, regulatory, policy, and programs as set forth by the state and federal Clean Air Acts and promulgated by the U.S. Environmental Protection Agency (EPA), the AQCC, and the State of Colorado. This Program also develops and maintains partnerships with EPA, the Colorado Energy Office (CEO), the Colorado Department of Transportation (CDOT), the Colorado Department of Natural Resources (CDNR), the Colorado Department of Agriculture (CDA), and other agencies, as well as with air quality planning agencies (including the Regional Air Quality Council). 


The Emissions Credit Trading Unit (“Unit”) supports the Program, and other internal and external stakeholders, in GHG emissions credit trading and related climate change duties associated with HB19-1261, SB19-096, HB19-236, SB21-264, HB21-1266, SB23-198, SB23-16, HB24-1346, AQCC Regulations 22, 27, and 7, the Colorado Greenhouse Gas Pollution Reduction Roadmap, and any such future legislation, regulations, policies or programs. It also adheres to accessibility requirements associated with HB21-1110 and HB24-1454.


What you will be doing:

The purpose of this position is to support the development, implementation, monitoring, and management of Colorado’s GHG emissions credit trading programs and associated platforms; conduct research and analyses and prepare reports and other materials about market activity and trading generally; support legislative and rulemaking efforts involving credit trading; and assist with stakeholder engagement including engagement with Disproportionately Impacted Communities as called for in SB21-264 and HB21-1266, the Air Pollution Prevention and Control Act (state Air Act), AQCC Regulations 22, 27, and 7, or as new laws and regulations develop regarding GHG emissions credit trading. This position will also support research of trading in other jurisdictions and support development of trading-associated GHG emission reduction strategies.


Job Duties:

Credit Trading Platform Development and Maintenance
Working under the direct supervision of the Unit supervisor and Program manager, this position will support the unit with the development and ongoing maintenance of Colorado’s GHG emissions credit trading platform(s), ensuring strategic design for future expansion and improvements, in relation to SB21-264, HB21-1266, the Air Pollution Prevention and Control Act (state Air Act), AQCC Regulations 22, 27, and 7, or as new laws and regulations, including at the federal level, develop regarding GHG emissions credit trading. This position will support the Unit in consulting with credit trading experts and researching credit trading markets in other jurisdictions to evaluate and establish credit trading and GHG emission calculation methodologies and models for Colorado’s GHG emissions credit trading platforms. This position will develop and update user guidance documents and backend manuals related to the platform(s) as needed, and will ensure that all public facing information adheres to the accessibility standards in HB21-1110 and HB24-1454. This position will assist with the administration of the GHG emissions credit trading programs, including credit issuance and any auction(s), to ensure smooth execution and compliance with the requirements of AQCC Regulations 27 and 7, or as new laws and regulations develop regarding GHG emissions credit trading. This position will help users navigate the platform(s) and provide necessary assistance and education regarding the platform(s) through webinars, emails, phone calls, and other outreach.

Credit Trading Reporting and Education
Working under the direct supervision of the Unit supervisor and Program manager, this position will generate GHG emissions credit trading related reports, dashboards, and webpages that satisfy climate change directives (25-7-105(1)(e) and (f), CRS) and AQCC Regulations 22, 27, and 7, or new laws and regulations with reporting requirements related to GHG emissions credit trading. This includes compiling and analyzing data and processes related to the credit market generally, credit trade monitoring and modeling (computer and mathematical), and associated GHG emissions and co-pollutants. This information will be made available and presented, as appropriate, to internal and external stakeholders, including Division staff, management, AQCC, other agencies, market participants, and the public. These technical assessments will be used for (1) developing and enhancing the GHG emissions credit trading programs and platform(s) as well as other emission control measures and policy recommendations; (2) seeking guidance and making recommendations before the AQCC and other decision-making bodies; (3) preparing briefings, position papers, reports, and summaries for Division staff, management, AQCC, and other agencies; and (4) providing regular updates regarding the credit markets for Division staff, management, AQCC, other agencies, market participants, and the public. The position will ensure that all information is summarized and presented in reports, tables, and graphics that convey the information in a clear and understandable form and that all raw data and information is preserved and compiled in technical support documents. This position will ensure that all public facing information adheres to the accessibility standards in HB21-1110 and HB24-1454.

Credit Trading Rulemaking and Emissions Reduction Strategy Support

Working under the direct supervision of the Unit supervisor and Program manager, this position will support state-level legislation and rulemaking efforts associated with GHG emissions credit trading as well as other emission reduction strategy needs tied to GHG emissions credit trading specific to Colorado laws or federal initiatives. This includes providing specific technical insights on compiling and analyzing data and processes related to credit market generally, credit trade monitoring and modeling (computer and mathematical), and associated GHG emissions and co-pollutants for use in developing the GHG emissions credit trading programs and other emission control measures and policy recommendations. This includes evaluating costs and benefits, along with technical and economic feasibility of emission reduction strategies. This includes measuring progress against prescribed state or federal goals, targets, and timelines, and compiling documentation in regular reports. This includes consulting with credit trading experts and researching and remaining up-to-date on credit trading markets in other jurisdictions to evaluate and establish credit trading and GHG emission calculation methodologies and models for Colorado’s GHG emissions credit trading platforms. This further includes engaging with key stakeholders on credit trading mechanisms, data gaps, emission calculation and verification methods, modeling, emission limits and other parameters, and performance against any such parameters. 

This position is expected to support coordination of this work within CDPHE and with the AGO, for presentation to the AQCC, other Colorado agencies, and other state and federal agencies as necessary. This will involve preparing briefings, position papers, reports, and summaries for Division staff, management, AQCC, and other agencies. The position will ensure that all information is summarized and presented in reports, tables, and graphics that convey the information in a clear and understandable form and that all raw data and information is preserved and compiled in technical support documents. This position will ensure that all public facing information adheres to the accessibility standards in HB21-1110 and HB24-1454.

MINIMUM QUALIFICATIONS: 
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Five (5) years of experience in carbon markets and offset registries, developing and managing a software solution such as a carbon offset registry or greenhouse gas accounting system, or a related field of work.


OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years


PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the successful candidate in this position will have the following experience:   

  • Knowledge of climate policies, greenhouse gas emission reduction technologies, and associated trends; 

  • Knowledge of economic principles;

  • Experience with greenhouse gas or other air pollution accounting; 

  • Experience with data analysis, interpretation, and communication, including database management and/or querying and data visualization;

  • Experience writing technical documents, ideally including carbon market reports and offset registry process documentation.

  • Experience working with software solution developers; 

  • Experience engaging or communicating with various stakeholders or the public at large.
