This position participates in a Career Progression Group (CPG) and may be filled as a Human Resources Analyst A, B, or C level at which the vacancy is filled will be determined by the qualifications of the candidate selected. Minimum Qualifications

MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Distinctions:
Differs from Human Resources Analyst B by the absence of experienced level human resources responsibilities.

Examples of Work

Advises agency management of best method of filling vacancies. Posts job vacancies on La Careers/NeoGov. Coordinate recruiting, selection, and placement activities for the agency.

Advises applicants on the specific requirements and processes to follow to become eligible for hire.  

Responsible for verifying licensure requirements and/or transcripts for new employees. Prepares referral lists and verify appropriate expiration dates according to both LA Department of Health {LDH) and Civil Service polices. Sending completed referral lists to Hiring Managers and HR Managers once notified from Civil Service.

Communicates periodically with Hiring Manager, HR Manager and Liaison throughout the process to ensure accuracy of appointment(s).

Responsible for processing hiring, personnel, and pay-related actions for all assigned program offices in LaGov/HCM

Ensures that personnel and pay-related actions processed in Operations and Recruitment, are in compliance with Civil Service rules and guidelines, Federal and State laws, and LDH polices.

Monitor various LaGov/HCM reports for discrepancies, errors, expirations, and other inaccuracies.

Responsible for verifying calculations on pay changes relevant to the hiring and personnel actions and making corrections, as needed.

Responsible for reviewing/researching prior state service to calculate adjusted service dates and adjusted leave service dates of employees, as required.

Provide New Employee Pre-Onboarding/Onboarding information and related pre-onboarding videos to ensure the completion of required documents in accordance with the LDH Hiring Schedule.

Participates in Job/Career Fairs.
