Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  • Assess the efficiency and effectiveness of staffing allocations. Evaluate the use of staff resources and distribution of workload, considering organizational, fiscal, and nursing practice trends;
  • Evaluates staffing requirements to ensure optimal coverage and support for nursing services;
  • Engages in committees related to nursing and hospital operations to contribute insights and perspectives from the specialty service setting;
  • Contributes to institutional goal-setting by identifying and communicating issues, pressures, and trends relevant to specialty patient services;
  • Plans and forecasts the annual budget, calculate required staffing, interpret fiscal reports, and monitor productivity;
  • Identifies and addresses the professional development needs of nursing personnel in the specialty center;
  • Ensures effective, compassionate, and efficient patient care through planning, organizing, and directing nursing services;
  • Exhibits clinical competency in the assigned specialty, modeling nursing practice consistent with the organizational and department mission, vision, and values;
  • Utilizes available resources to assign and redistribute staff based on dynamic patient needs, efficiently;
  • Manages conflicts, engage employees and interdisciplinary colleagues;
  • Plans and organizes departmental activities in alignment with hospital goals and standards;
  • Ensures compliance with Federal, State, and local regulatory standards, as well as Joint Commission on Accreditation of Healthcare Organizations (JCAH) standards;
  • Maintains effective communication channels with clinical nursing staff, administrative nursing personnel, paraprofessionals, and other departments;
  • Identifies the need for corrective action for employees and initiate necessary measures when required;
  • Initiates planned changes in nursing practices, evaluate outcomes, and implement corrective actions through collaborative efforts;
  • Coordinates the delivery of patient care with other professional staff and support services;
  • Interprets hospital policies and regulations to nursing staff, other hospital disciplines, visitors, and patients. Ensure compliance with these policies;
  • Supports the quality framework, creating a safe, effective, patient-centered, timely, efficient, and equitable environment of patient care;
  • Reviews patterns of care and unusual occurrences to identify implications for educational changes, practice improvements, or other organizational factors;
  • Participates in the evaluation of the delivery of support services necessary to facilitate quality nursing care;
  • May be assigned as a Disaster Service Worker (DSW), as required*;
  • Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:

Training and Experience Note: The required knowledge and abilities are attained through possession of an active California Registered Nurse License without restrictions and in good standing;

and

Three (3) years of full-time Registered Nurse (RN) experience, of which two (2) years must include supervisory and/or administrative responsibilities. 

A Bachelor’s Degree in Nursing (BSN) or higher degree in Nursing may be substituted for one (1) year of experience.

Special Requirements

  • Possess and maintain an active California Registered Nurse License without restrictions and in good standing for the duration of employment in this classification.
  • Ability to travel to alternate locations in the course of work.  If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
  • *As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help.  A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

  • Strategies to evaluate, identify, and disseminate information regarding patterns of care and unusual occurrences;

  • Common computer systems and applications;
  • Hospital policies and regulations, including specific policies and regulations relevant to the nursing staff, other hospital disciplines, visitors, and patients.

Ability to:

  • Collect, analyze, and interpret data to assess staffing needs and workload distribution, and to make informed decisions based on that data;
  • Assess the availability and utilization of resources, including human and physical resources, to ensure that patient care needs are met;
  • Plan, implement, and evaluate changes and make decisions that align with organizational goals and objectives;
  • Ensure adherence to budget constraints and limitations;
  • Plan and direct training and support to clinical nursing staff to improve their skills and knowledge;
  • Identify problems and root causes, analyze data, and develop effective solutions to complex staffing and resource utilization issues;
  • Mediate disputes, resolve conflicts, and make quick, informed decisions that are in the best interests of patients, visitors, and the organization;
  • Supervise, coach, mentor, train, and evaluate team members by employing strategies including motivation, delegation, team building, and performance management;
  • Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures; 
  • Evaluate and maintain quality improvement processes, accreditation standards, and best practices;
  • Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies.
