The individual hired to fill this position will have access to Federal tax Information (FTI), as defined in IRS Publication 1075, and, as such, must undergo a national fingerprint background screening in accordance with the criteria set forth in regulation 220-RICR-40-00-2 (IRS Publication 1075 – Background Check Process and Criteria), available at https://rules.sos.ri.gov/regulations/part/220-40-00-2. Class Definition

GENERAL STATEMENT OF DUTIES: To oversee an agency’s financial administration including budgetary, expenditure control, financial planning and program evaluation; to develop, implement, and be responsible for a financial planning and reporting system; and to do related work as required.
SUPERVISION RECEIVED: Works under administrative direction of a superior with wide latitude for the exercise of independent judgement and initiative; work is subject to periodic review for conformance with federal and state laws, policies and agency objectives.
SUPERVISION EXERCISED: Plans, organizes, supervises and reviews the work of professional, technical, clerical staff assigned to assist.

Illustrative Examples of Work Performed

  • To oversee all phases of an agency’s financial administration including budgetary, expenditure control, financial planning and program evaluation; to be responsible for the coordination and preparation of the Capitol Development Plan.
  • To be responsible for evaluation of existing programs and to develop plans for their expansion, modification or elimination in view of changing needs and the availability of state and/or federal funds.
  • To be responsible for the overall supervision of the preparation and review of the departmental budget for central accounting, expenditure control and budgetary reports.
  • To be responsible for conducting cost analysis surveys of various departmental operations with recommendations for reducing costs.
  • To make recommendations on planning and developing systems in accordance with standards for effective administrative and fiscal management, including fiscal and staffing requirements.
  • To be responsible and accountable for the proper receipt and disbursement of departmental funds, including state, federal and other monies; and to ensure that these funds are used for the purposes they were intended.
  • To interface with federal funding sources to ensure that all eligible federal resources are made available to the department; to be responsible for the preparation of cash estimates and reports of expenditures made in order that a positive cash flow be maintained in all federal accounts; to be responsible for revisions of cost allocation plans to meet changing federal regulations; to supervise preparation of the Federal Indirect Cost Proposal; to be responsible for responses to federal audits; to provide direction in the creation of financial systems and procedures that are beneficial to the department’s administration of its programs.
  • To develop, implement, oversee and be responsible for financial information reporting systems including; the development and implementation of an on-line system; the establishment of criteria for security and privacy requirements; the assurance of compatibility, and cost effectiveness of the system; the evaluation of the effectiveness of the system.
  • To conduct special financial reviews for the verification of facts in cases where noncompliance with laws and/or regulations is in evidence.
  • To exercise overall supervision and direction of billings and reimbursements.
  • To evaluate management and methods procedures to ensure their effectiveness and efficiency in attaining their objectives, and to recommend future plans and budget allocations based on this evaluation.
  • To do related work as required.

Required Qualifications for Appointment

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of current governmental accounting standards, principles, procedures and practices; a thorough knowledge of the principles, practices and procedures of program development and fiscal management; the ability to evaluate existing programs and to develop plans for their expansion, modification, or elimination; a thorough knowledge of the principles, practices and techniques involved in operating a financial reporting system; the ability to establish effective working relationships with other governmental agencies, departments, and with private vendors; a knowledge of information systems networking; the ability to utilize automated financial management, budget preparation, contract administration and grant management; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: Possession of a Bachelor’s Degree from a college of recognized standing with specialization in Accounting, Business Administration, or Finance; and
Experience: Such as may have been gained through considerable employment in an increasingly responsible administrative position involving significant responsibility for governmental financial management.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Assistant Director Financial and Contract Management
EOHHS is recruiting for an Assistant Director, Financial and Contract Management to join the Medicaid Finance & Policy team. The individual chosen for this role will handle a wide variety of qualitative and quantitative special projects related to the oversight and operation of the Medicaid program, including projects related to hospital payment and financing, dental initiatives, and other general fee-for-service or related work.

We are seeking a self-starter who is comfortable working in a hybrid role which not only requires collaborative work with IT, legal, policy, and finance team members in the Medicaid program, but also across the health and human service agencies. The ideal candidate should be able to communicate complex information skillfully and clearly to a variety of stakeholders---senior leadership, external providers, federal and state auditors, and fiscal counterparts in the executive and legislative branches. The candidate must have a demonstrated ability to manage inter-agency conflict and balance competing policy and political priorities. 

Required Skills:
• An interest in developing Medicaid Finance subject matter expertise and using this expertise to work collaboratively with in EOHHS and its sister agencies as needed.

• An interest in developing a hospital payment expertise to include supplemental payments, disproportionate share, and state directed payments.

• Ability to take initiative on assignments and work both independently and collaboratively with others.
• Demonstrated ability to produce thorough, accurate results and to meet project milestones and deadlines.
• Experience with financial modeling and data analysis utilizing Microsoft Excel using advanced formulas and functions to join multiple sources of data for use in analysis (vlookup; xlookup; sumifs, pivot tables; charting and graphing; etc.)
• Eagerness to learn new skills and tools including the use of SQL to retrieve and manipulate data and PowerBI for data visualization.
• Ability to digest complex information, including statutory, regulatory, contractual, financial, and health care terminology, and effectively interpret and communicate key findings and implications for EOHHS concisely both verbally and in writing.

Illustrative examples of work to be performed:
Project Management
• Time-sensitive projects having budget and policy implications within the Medicaid Program, which may influence other state health and human service agencies. The candidate will oversee finance-related projects from their inception to conclusion and be the key contact for all requests and deliverables related to the assigned project. Although the project may involve a working group, the candidate will be responsible for oversight of the working group.
• Oversight of Governor Office, Office of Management and Budget, and legislative requests related to Medicaid Finance proposals, specifically related to hospital and dental financing. This may include drafting correspondence, creating presentations, modeling various budget proposals, and drafting fiscal notes on legislation. 
• Serving as a Medicaid Finance team representative on inter-agency working groups with BHDDH, DHS, RIDOH, and DCYF, as needed. 
• Ensuring Medicaid claims system integration for recently enacted Medicaid finance changes. (Many changes to Medicaid services entail working with the Medicaid systems team)
Compliance and Oversight 
• Assist with the completion of various reports and documents for the Centers for Medicare & Medicaid services, including fee-for-service Upper Payment Limit demonstrations and managed care pre-prints. 
• Support the drafting of state-required reports to the General Assembly, such as the annual Medicaid Expenditures Report.
• Assist in the oversight and governance of pass-through wage requirements. 
• Help maintain rate-setting documentation for state and federal auditors.
• Draft responses for federal and state auditors related to Medicaid finance questions.

Other Tasks 
• Help in the preparation of biannual Caseload testimony. 
• Develop, estimate, and implement Medicaid initiatives working within the state budget process. This entails drafting decision packages, memorandums, and other documentation for the Office of Management and Budget (OMB) as part of the annual budget process. 
• When needed, assist with fee-for-service and managed care rate setting activities.
