Main Purpose of Job

The Agency Grants Specialist Lead is responsible for evaluating grant proposals, allocating funds, and preparing documentation for fund distribution while training and overseeing the work of agency grants specialists. This position monitors grantee expenditures and reports on program fiscal needs, projections, and intergovernmental agreements related to behavioral health services. Additionally, the Lead provides training and technical assistance on budget and fiscal issues to agency teams, program staff, and lower-level staff and agency grants specialists, as well as grant subrecipients.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience in grant evaluation and monitoring or budget preparation, presentation and execution. Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in grant evaluation and monitoring or budget preparation, presentation and execution for the required experience. 2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience in interpreting and applying laws, rules, regulations, and policies related to agency grants. Experience in applying various technical guidelines and methodologies in deciding among various alternatives for the resolution of agency grant issues. Experience in organizing and presenting accurate and concise reports of findings, conclusions and recommendations related to agency grants (budget analysis). Experience establishing and maintaining effective working relationships with co-workers and agency program staff.
