Main Purpose of Job
The main purpose of this position is to serve as the Assistant Director and Manager of the Policy and Analytics (P&A) Division and primary pharmacy-related policy expert for the Office of Pharmacy Services (OPS). This position also manages the Clinical Services Division and Pharmacists Professional Services Division. The position manages second line managerial levels staff as well as overseeing and coordinating agency operations generally by supervising professional, technical, and administrative staff, and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate. This position requires pharmacy expertise to evaluate efficiency of operations, initiate, plan, design and execute strategic projects utilizing drug utilization trends, cost containment measures, budget forecasting, national and regional policies, in order to develop drug coverage policies by the Program. This position is eligible for hybrid telework which is subject to approval from the supervisor.
MINIMUM QUALIFICATIONS
Qualified candidates must possess: A valid Maryland Pharmacist license from the MD Board of Pharmacy A Doctorate degree (Pharm D) in Pharmacy from an accredited college or university Six (6) years of professional management experience, including a minimum of three (3) years of experience supervising other professional staff Three (3) years of professional experience in clinical pharmacy, and one of the following: overseeing and coordinating the general operation of a unit, data analytics, applying rules and regulations or exercising responsibility for the development of policies and procedures Two (2) years of experience in monitoring emerging drug technologies, as well as, recommending and implementing drug coverage policies OR Two (2) years of experience in developing drug coverage policies using drug utilization, cost, budget limitations, and national/regional policies related to pharmacy services Two (2) years of Outcome/Cost-based studies experience Two (2) years of experience planning, initiating, and implementing innovative ideas in the Pharmacy arena
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should be a self-starter and self-motivated and have experience creating, maintaining, and managing drug pipeline reports (minimum of 2 years); experience with pharmacological data analytics; and, a Board of Pharmacy Specialties (BPS) certification.
