The Comprehensive Addiction and Recovery Act (CARA) Program is designed to support families whose child has been born substance exposed. CARA navigators will work with the family, hospitals, providers and MCOs to identify the best support systems for the family and break down any barriers that may be preventing families from accessing services. CARA Navigators will assess and identify additional resources to meet the needs of each individual family.

How does it get done?
Develop and support staff in skill building and program development and conduct unit meetings to maintain communication with staff
Provide and coordinate outreach to target populations throughout the state.
Review every Plan of Safe Care to make sure appropriate services are in place. Direct supportive services (work with the DOH coordinator to review appropriate services and referrals, including missing medical information to support services for the newborn). Assure Insurance Information is captured on the mom/newborn to allow for correct referrals to the correct Insurance for Care Coordination.
Ensure coordination with the various internal, state, and external partners, and other individuals involved in the Plan of Care to ensure engagement and compliance with state law and rules regarding CARA. Develop various reports on the CARA work that are reviewed by local, state and federal entities.
Assist in training providers and individuals on the CARA law and how to create a plan of care and the overall CARA Program.
Track all one-page notifications and assure follow up and creation of plans if needed.
Work with internal and external partners on CARA portal on data builds and data management.
