Clinical Quality Manager

New Hanover County is seeking a dedicated and passionate Clinical Quality Manager to join our dynamic Public Health Department. In this position you'll play a pivotal role in driving quality assurance and continuous improvement across our Public Health programs. You will spearhead the development, implementation, and monitoring of quality improvement and clinical staff development initiatives. In addition to quality control efforts, this role will oversee the Public Health Accreditation process, serve as the agency's lead nurse, and provide administrative support to the medical laboratory and older adult dental program. The ideal candidate will be skilled in supervising and evaluating employees, assessing clinical needs, implementing improvement processes, and managing budgets. They will excel in training staff, analyzing data, and evaluating program effectiveness. Strong leadership, communication, and interpersonal skills are essential, as well as the ability to manage crisis situations.Essential Duties Include:
- Managing and supporting the Public Health Accreditation process ensuring the department maintains the required standards.
- Facilitating and leading quality improvement projects and work groups, fostering a culture of continuous improvement and learning that ensures high-quality delivery of service.
- Monitoring and evaluating programs by analyzing data, identifying trends, and implementing solutions for quality improvement.
- Overseeing the development, implementation and annual competency program for nursing and healthcare staff in partnership with program leadership.
- Providing training and support to staff on quality improvement strategies, best practices, and regulatory requirements.
- Identifying and sharing research, recommendations, emerging trends, best practices, and policy changes in public health and clinical quality management or other information regarding legal liabilities, risk management, or quality of care.
- Coordinating across service lines ensuring operational needs are met for programs and services
- Overseeing clinical reviews and assessments to enhance service delivery and effectiveness of programs and initiatives.
- Ensuring compliance with the Nursing Practice Act (NPA), Administrative Code, all applicable healthcare regulations and other standards of practice for nurses and healthcare professionals.
- Coordinating the agency’s nurse practice council to ensure that standards and procedures related to the delivery of nursing care to promote safe and effective nursing care for the populations served.
- Preparing reports and presentations for leadership or other stakeholders regarding quality performance and improvement efforts.
- Coordinating across service lines ensuring operational needs are met for programs and services.
- Performing other duties of a similar nature or level.

Salary Information:
The hiring range for this position begins at $79,291. Salary will be determined based on qualifications, internal equity, budget, and market considerations. Bilingual candidates are eligible for a differential (5%) when performing Spanish language interpretation during the course of work.

Bachelor’s Degree in Nursing that includes a public health nursing rotation and seven (7) years of public health nursing experience, including two (2) years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Valid North Carolina Driver License required by first date of employment with good driving record.
- Eligible to practice as a Registered Nurse (RN) in North Carolina.
- Basic Life Support for Healthcare Providers (CPR and AED) by the American Heart Association.
