This position will have hybrid workplace options available but will still be required to report to the listed address at the discretion of the supervisor and based on business need.

Although the full salary range for this position is provided, appointments are typically made at or near the range minimum.

Requirements

The Work Unit:

The Air Pollution Control Division (APCD) oversees the development and implementation of Colorado’s overall  air quality program. APCD consists of 12 programs: 1) Mobile Sources Program (MSP); 2) Indoor Environment  Program (IEP); 3) Compliance and Enforcement Program(CEP); 4) Technical Services Program (TSP); 5)  Planning and Policy Program(P&P); 6) Oil and Gas Program (O&G); 7) Stationary Source Permitting Program  (Permitting); 8) Administrative Services; 9) Climate Change Program; 10) Community, Partnership and Policy, 11) Office of Innovation and Planning; and 12) Air Toxics and Ozone Precursors.

What you will be doing

This position works closely with the Division Director in overseeing regulatory activities such as the State  Implementation Plan, new, revised or detailed review of emission regulations, such as ozone precursors, methane, toxic air contaminants or vehicle electrification / greenhouse gas standards. The division’s regulatory agenda to meet the department’s strategic priorities, and  expanding the division’s Climate Change program. This position, with departmental leadership and Senior APCD Division Director, lead in developing and implementing Colorado’s air quality policies and regulations. This position  works closely with the program managers to develop content for consideration by the Air Quality Control  Commission (AQCC) as well as the Environmental Protection Agency. This position also coordinates closely with the compliance and enforcement program to ensure a strong feedback loop  exists with the planning and policy program  to improve regulations, and increased oversight to manage compliance with AQCC rules, AQCC petition  processes, and further align SIP and EPA reporting obligations within the division.  

Job Duties:

 Manage division regulatory affairs
Oversees the division’s implementation of legislation that include stakeholder engagement and regulation  development; conducts regulatory inspections and achieves or enforces compliance using a range of  intervention strategies necessary to maintain a progressive and robust regulatory framework to reduce greenhouse gasses, ozone precursors and other air pollutants from sources in Colorado; ensures timely action,  evaluates impacts, proposes shifts in air pollution policy and process improvements when needed to achieve  statutory mandates and strategic priorities; provides expertise and advice on complex issues and subjects of  statewide significance; identifies program expansion opportunities to achieve the strategic objective;  improves communication of program activities and outcomes achieved.  

Division Management and Leadership
Assist the Division Director in managing and leading the division’s efforts in developing Colorado’s  air quality program. Manage and lead division staff in connection with the development and  assessment of new air quality programs and the modification of existing programs to most  efficiently and effectively achieve strategic air quality goals. Review, improve, and align  program’s data and metrics to inform strategic decision-making. Monitor and report on progress  of Colorado’s air quality program on achieving established air quality objectives. Work with  senior management team to ensure that strategic planning and policy development efforts align  with division resources and processes. Coordinate with legal services provided to the division  by the Attorney General’s Office including ensuring that such services are provided in accordance  with established processes and procedures and stay within the budget established by the division and the department.

Supervision
  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.  
  • Establish work schedules, review and approve work time and absences using the automated system.
  • Identify training and developmental needs, and provide training to develop skills.
  • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations. 
  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
  • Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.
  • Maintain up-to-date knowledge of Department and Statewide policies and procedures.
Communication, Partnership, and Liaising
Serve as a spokesperson for the division in a variety of internal and external forums. Ensure communications align  with division, department, and executive branch expectations such as being accurate, focused on environmental  and public health outcome and person-centered. Communicate regarding division activities with staff, leadership  and other department partners; engage in department, and division meetings to ensure coordination; ensure  leadership is timely informed of key events, federal, state and local regulatory and policy efforts; appropriately  and professional elevate issues to leadership to ensure they are timely informed and prepared before an action  escalates. Represent the division, and department in federal, state, local and community efforts including  workgroups, coalitions, and standing committees. Liaise with, develop work product for or represent the  department at independent, type-1 boards and commissions. 

Other Duties as Assigned

Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Experience Only:

Ten (10) years of relevant experience working in a regulatory environment, managing or implementing regulations and/or federal mandates, organizational management within a broad, complex organization, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

Education and Experience:

A combination of related education and/or relevant experience in Law, Engineering, Public Administration, Science, Strategic Planning, Organizational Management, Business, or Climate /Environmental Science and/or experience working in a regulatory environment, managing or implementing regulations and/or federal mandates, organizational management within a broad, complex organization equal to ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives
