Drug & Alcohol Impaired Driving Specialist
The Drug & Alcohol Impaired Driving (DAID) Specialist position is essential to supporting impaired driving enforcement and public safety initiatives in North Carolina. This role combines technical expertise, training, and administrative responsibilities to ensure law enforcement personnel are equipped with the skills and tools needed to address impaired driving. This position covers a region including Bladen, Brunswick, Carteret, Columbus, Craven, Duplin, Jones, New Hanover, Onslow, Pamlico, Pender, and Sampson counties. The DAID Specialist trains law enforcement personnel as chemical analysts, enabling them to administer breath alcohol tests on drivers charged with impaired driving offenses. Additionally, this role involves maintaining and servicing evidential breath alcohol instruments, conducting inspections of test sites and alcohol screening devices, and ensuring compliance with state regulations. By managing preventive maintenance schedules and addressing technical issues, the specialist plays a critical role in maintaining the integrity of the state’s breath alcohol testing program.
Training and collaboration are at the heart of the DAID Specialist’s responsibilities. They deliver courses in evidential breath alcohol testing, alcohol screening test devices, and standardized field sobriety testing (SFST) to law enforcement, court personnel, and admirative hearing personnel, ensuring content reflects the latest legal and scientific standards. As a trusted expert witness, the DAID Specialist provides critical testimony on the operation and maintenance of breath alcohol instruments, alcohol pharmacology, and impaired driving detection. Beyond training, this position fosters strong relationships with law enforcement and traffic safety personnel, promoting effective communication and coordination between agencies to advance enforcement strategies and public health and safety initiatives.

About the Forensic Test:
The Forensic Tests for Alcohol Branch is housed within the Chronic Disease & Injury Section and seeks to reduce the incidence of impaired driving by providing comprehensive training programs to law enforcement personnel in the detection and apprehension of the impaired driver.

Requirements
Qualified applicants must document on the application that they possess all of the following:
Demonstrated experience using breath alcohol testing instruments and screening devices.
Demonstrated experience independently scheduling tasks, gathering required data, resources, and materials to complete work tasks, organizing workflow, and coordinating activities to accomplish goals/objectives.
Experience in enforcement of motor vehicle laws, and rules and regulations related to impaired driving as a law enforcement officer in a civilian or military law enforcement agency, or in an evidential breath alcohol testing program.
Experience as an instructor in law enforcement, military, evidential breath alcohol testing program, or another similar environment.
Management Preferences:
Standardized Field Sobriety Testing Instructor Certification
Experience working independently while utilizing own judgment in determining direction.
Advanced training and experience in evidential breath alcohol testing
NC DHHS Permit to Perform Chemical Analyses of Breath
NC DHHS Certificate to Perform Preventive Maintenance
License or Certification Required by Statute or Regulation:
Valid NC Driver License.
NC DHHS Permit to Perform Chemical Analyses of Breath must be obtained within 30 days of hire.
NC DHHS Certificate to Perform Preventive Maintenance must be obtained within 90 days of hire.
Alcohol Screening Test Device Instructor Certification within 180 days of hire.
Physical Requirements:
Must possess/be able to obtain and maintain a valid NC Driver’s license.
Lift 50 pounds.
Load and unload cargo van.
Load-in and load-out equipment at training and test sites.
Operate and drive a cargo van long and short distances.
Bending and kneeling to connect/disconnect equipment.
Operate a computer keyboard.
Qualifications
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
Bachelors degree from an appropriately accredited institution and two years of experience in the occupational area assigned;
OR
An equivalent combination of education and experience.
