Permit application review includes performing an independent and highly technical engineering analysis to estimate emissions of air pollutants. Evaluation of air pollution control equipment is performed in order to determine if the equipment is capable of controlling emissions to a level that will enable the applicant to comply with all applicable air quality regulations and standards. The unit also evaluates emissions offsets; determines applicable requirements such as Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS), and Maximum Achievable Control Technology (MACT) standards, updates emission inventories for new and existing sources, and provides input on revisions to regulations and standards as required. The unit provides other Division staff, applicants and the public with interpretations, clarifications, and policy guidance regarding air quality regulations, standards, and requirements for stationary sources. The unit also participates in LEAN activities to improve the Stationary Source Program’s business processes, including air quality construction permitting.
