Your Specific Responsibilities:

This employee is a member of the Florida Health Department in Miami-Dade County, Epidemiology, Disease Control and Immunization Services (EDC-IS) and will function as a Health Services Representative doing active case finding for communicable diseases and educating providers about communicable disease reporting requirements. Incumbent will follow Health Insurance Portability and Accountability Act (HIPAA) and information security regulations set by federal, state and local policies to ensure confidentiality and privacy of the client health information. Incumbent will establish good rapport with staff and clients and provide excellent customer service. Incumbent is expected to adhere to established Health Department policies and procedures.

Identify, investigate and report sporadic cases and outbreaks of reportable conditions and collect necessary demographic and clinical data at hospitals and laboratories.

Prepare standard operating procedures (SOP) for Bioterrorism Diseases, including flow charts and presentations, and reports as required by the program.

Ensure the Miami-Dade EDC-IS Continuity of Operations Plan (COOP) plan is updated at least annually, and hard copies provided to all EDC-IS supervisors and managers by the established agency deadline. Incumbent is responsible for coordinating with staff to ensure emergency contact phone numbers are accurate, contact sheets are updated with new employee information, and shelter list and emergency duty assignments are current. Coordinates COOP training for all EDC-IS staff. The incumbent also acts as a FLHAN/Everbridge and Disaster Preparedness Program (DPPL) liaison and is responsible for the reporting and collaboration with the FLHAN/Everbridge administrator to provide personnel information as needed.  Employee will also conduct and track monthly notification drills.

Participate in BioWatch planning activities by attending meetings, assisting with meeting preparation and conduction, and replacing the Miami BioWatch Manager in quarterly meetings and other events.

Prepare and deliver presentations to different audiences, related to bioterrorism and other reportable diseases as assigned by supervisor.

Visit outpatient clinics to give presentations about communicable disease reporting requirements and to provide consultation to personnel responsible for reporting at clinic sites.

Complete required paperwork, including case management records and forms, interview records, field investigations, travel logs and administrative paperwork as required by the program. Participate in outbreak investigations as needed.

Required Knowledge, Skills, and Abilities:

  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Knowledge of basic epidemiologic principles, including surveillance.
  • Knowledge of community resources.
  • Proficient using Microsoft Office Word, Excel, Power Point, Publisher and Outlook.
  • Ability to prepare and conduct trainings.
  • Ability to prepare reports and records. 
  • Skill in basic counseling techniques.
  • Ability to utilize problem-solving techniques.
  • Ability to deal with the public in a tactful and courteous manner.
  • Ability to assist clients in accessing community resources services.
  • Ability to conduct fact finding interviews (Administer questionnaire).
  • Knowledge and skill in building a customer focused culture.
  • Ability to establish and maintain effective working relationships with others.
  • Knowledge of Health Insurance Portability Accountability Act Privacy.

Qualifications:

Minimum –

A valid driver’s license and access to a private automobile to travel while performing work related assignments.

Preferred –

Incumbent in this position is preferred to be bilingual in English/Spanish.
