Health Workforce Analysis and Planning Supervisor

What You Will Do:

As the Supervisor for the Health Workforce Analysis and Planning Unit, you’ll play a critical role in tackling workforce challenges, improving healthcare access, and guiding data-driven policy decisions. You’ll lead a team of analysts to develop workforce analytics and surveillance systems that address healthcare shortages, particularly in underserved and rural communities. Your work will directly impact strategic workforce planning, policy development, and healthcare access across the state.

Key Responsibilities:

  • Lead and supervise a team of healthcare analysts, providing mentorship, guidance, and performance oversight to support workforce research and planning Initiatives.
  • Assess healthcare workforce trends and develop data-driven recommendations that inform state policies, with a focus on underserved communities.
  • Use data analysis and modeling techniques to evaluate how public health emergencies affect healthcare workforce capacity and distribution.
  • Analyze the impact and effectiveness of health workforce programs, policies, and interventions, with a focus on equity, sustainability, and opportunities for improvement and innovation.
  • Oversee healthcare provider shortage area designations and contribute to strategies that improve workforce distribution.
  • Secure and manage funding for workforce analysis projects, ensuring budgets and deliverables are met.
  • Partner with healthcare organizations, academic institutions, and government agencies to drive workforce initiatives and share key findings.
  • Develop reports, dashboards, and presentations to communicate insights to policymakers and the public.

Location and Flexibility 

We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. This is a remote/home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office is rarely required and would be scheduled in advance.

 

What We’re looking for – Required Qualifications:

To be considered for this position, you must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section. 


Option 1: Ten years of professional experience in workforce analytics, quantitative research and analysis.

Option 2: Master’s degree in Epidemiology, Health Economics, Health Services Research, or a related field, AND five (5) years of professional experience in workforce analytics, quantitative research and analysis.

AND the following experience:

  • Proficiency in predictive modeling, public health research, workforce analysis, and applied epidemiology. Proficiency may be defined as and may include variations of the following experience:
    • Predictive Modeling: Experience developing and applying statistical or machine learning models to forecast outcomes, trends, or behaviors (e.g., disease spread, healthcare utilization) based on historical data.
    • Public Health Research: Experience designing and conducting research to identify health-related patterns, evaluate public health interventions, and provide actionable, evidence-based recommendations to improve population health outcomes.
    • Workforce Analysis: The capability to analyze workforce data, such as healthcare staffing levels, skills gaps, and demographic trends, to inform health workforce planning, policy development, and decision-making.
    • Applied Epidemiology: Practical skills in studying disease patterns, causes, and effects within populations, often using data to guide public health interventions and inform policy.
  • Demonstrated experience in grant writing, implementation, and reporting.
  • Experience leading or supervising multidisciplinary teams.
  • Experience building and maintaining partnerships across internal teams and external organizations.
  • Demonstrated experience translating complex data into actionable insights for public health impact.
  • Advanced proficiency in data analysis tools (e.g., STATA, R, SQL, SAS) and data visualization platforms (e.g., Tableau, Power BI). “Advanced proficiency” may be defined as and may include variations of the following experience:
    • Data Analysis Tools: The capability to write efficient and accurate scripts, queries, and code for data cleaning, transformation, and analysis in tools such as STATA, R, SQL, or SAS.
    • In-Depth Knowledge: Fully understands the features, functions, and capabilities of the tools or methods they are using.
    • Efficient Execution: Can work quickly and effectively, solving complex problems with minimal guidance or reference.
    • Customization: Can tailor tools, methods, or techniques to meet specific project or organizational needs, often creating new solutions or workflows.
    • Data Visualization Platforms: Experience in creating dynamic, interactive, and insightful dashboards and reports using tools such as Tableau and Power BI to effectively communicate data findings to diverse audiences.
    • Error Handling: Anticipates and resolves issues, debugging, or troubleshooting complex challenges confidently.
    • Leadership: Can guide, train, or mentor others in using the tools or techniques and lead projects involving them.
    • Innovation: Explores advanced features or methodologies to enhance processes, analysis, or outcomes, pushing beyond standard use cases.


Preferred Qualifications:

  • The qualifications below are what would make you a strong fit for this role. While these aren’t required, having them can help you stand out as a candidate.
  • Doctoral degree (e.g. PhD, DrPH, ScD) in Epidemiology, Health Economics, Health Services Research, or a related field
  • Three or more years of supervisory or lead worker experience.
  • Proficiency in workforce analytics.
  • Proficiency in GIS tools (e.g. ArcGIS) for mapping and spatial analysis.
  • Experience establishing and maintaining cooperative working relationships with governmental, voluntary, and private organizations, and groups concerned with public health services.
  • Experience communicating clearly and concisely orally and in writing on both technical and non-technical levels.
  • Experience coordinating epidemiological activities across multiple programs and projects.

Conditions of Employment:

  • Work Setting: This job can be done entirely remotely. You might need to attend occasional in-person staff meetings or training sessions, but regular in-person work isn’t required. If your supervisor asks you to come onsite, they’ll give you advance notice. Any workplace hazards are typical of a government or home office setting.
  • Work Schedule: Standard hours are Monday–Friday, 8 a.m. to 5 p.m. You may need to adjust your schedule or work more than 40 hours if business needs require it. A flexible schedule may be possible with your supervisor’s approval.
  • Travel: Some local or regional travel may be needed to meet with partners, conduct business, or attend/provide training. If you drive for work, you must have a valid license and be able to operate a state or personal vehicle, or arrange alternative transportation.
  • Tools & Equipment: You'll use standard office equipment like a desk, computer, monitors, phone, printer/copier, and filing cabinet.
  • Customer Interactions: You’ll interact daily with coworkers and occasionally with health system representatives and state or federal officials.
  • Other: The DOH campus is a smoke-free, drug-free, alcohol-free, and scent-neutral environment. This role may also involve public health emergency preparedness and response activities.
  • Representation: This position does not have union representation and is not covered by a Collective Bargaining Agreement (CBA).
