HIV & Hepatitis Section Supervisor

The Bureau of HIV, STI, and Hepatitis is seeking a dedicated and dynamic leader as our HIV and Hepatitis Section Supervisor (Public Service Manager 1). The HIV and Hepatitis Section Supervisor may work remotely in the state of Iowa or a contiguous state.


The Section Supervisor is responsible for:

  • Leadership
  • Provide supervision, coaching, mentorship, and leadership for the HIV and hepatitis section staff (12FTEs) to produce a high performing team that contributes to the Bureau and Section’s mission and goals.
  • Foster a work culture that encourages collaboration, accountability, quality customer services, and a positive work environment.
  • Provide ongoing opportunities for staff development, including assessing needs, developing plans, and monitoring progress.


Strategic Vision & Strategic Planning

  • Develop and articulate a shared vision, including mission, goals and values for the HIV and Hepatitis Section, incorporating the priorities of the bureau, guidance from federal partners, and input from program staff and stakeholders.
  • Develop Section mission, goals, and values. Ensure programs within the section are working toward common goals.
  • Develop data driven plans to reduce or eliminate the transmission of HIV and hepatitis, to improve the health of populations disproportionately impacted by them, and to improve the health of Iowans living with HIV.


Grant, Data, Program, and Budget Management

Coordinate the writing and submission of federal grant applications.

  • Fiscal oversights of budgets, expenditure and auditing process including reporting to federal funders.
  • Collect, analyze and ensure confidentiality of reportable disease and programmatic data.
  • Assess implications of policy recommendations and respond to local, state, and/or federal legislative or regulatory changes.

  • Public speaking to a variety of audiences.


Geographical Information: 

The HIV and Hepatitis Section Supervisor is expected to work a hybrid schedule with a minimum of two days per week in the Des Moines office.

Requirements


535 Public Health:

6 months experience, 12 semester hours, or a combination of both related to improving, maintaining, and protecting the general condition of health within society, either on a personal, institutional, organizational, or community basis. Experience may be gained from direct provision of health care or from other ancillary programs and support mechanisms such as government public health departments.

Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
