Human Resources Associate
The Iowa Department of Health and Human Services (HHS), Division of Compliance, Bureau of Human Resources is seeking a Human Resources Associate to join our team!
This position will be assigned and serve as the primary HR contact for the State Training School, located in Eldora, Iowa. This position will also provide backup support and work cohesively with the other Human Resource Associates within HHS.
This role significantly impacts employees by creating a positive experience starting at the new hire process and continuing throughout their career. This a full-time opportunity with a five-day workweek. Occasional travel for training and meetings will be required.

Responsibilities:
- Manages and processes the day-to-day transactional work such as new hires, promotions, pay increases, and separations in Workday.
- Works closely with hiring managers and the HHS Employment Specialist to ensure positions are advertised, filled, and closed appropriately via our applicant tracking system (NEOGOV).
- Completes new employee orientation and assists new hires in completing onboarding forms and benefits.
- Inputs new employees and changes into the Kronos timekeeping system. Checks for inaccuracies and missed punches to make appropriate correction.
- Processes payroll bi-weekly, converts overtime to compensatory time, distributes payroll warrants and rewrites.
- Provides guidance and assistance to management regarding HR processes and compliance.
- Distributes information to employees and applicants on pay, benefits, leave of absence, job description, minimum qualifications, selective certification, and employment application process.
- Responsible for entering Worker’s Compensation injury reports, managing restrictions, and OSHA reporting.
- Completes background checks in accordance with agency policies and procedures.
- Ensures compliance with all State of Iowa, Health and Human Services, and local policies and procedures.

In addition, the candidate must be proficient in human resources, customer service, oral and written comprehension, and active listening. b. A total of one year of education and/or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
c. A total of two years of education and/or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
