IT Specialist II (Database Administrator) (HEALTH DEPT)
Under the general supervision of the Director of Public Health Information and Data Strategy and working closely with the Detroit Office of Innovation and Technology and the Law Department, the Health Information and Analytics Manager willensure all data and technology policies, projects, and strategic plans meet the regulatory and program needs of the Health Department. Additionally, the incumbent will be responsible for overseeing and supporting advanced level analysis,visualization, interpretation, and reporting of public health data. Responsibilities will involve the development andimplementation of standard operating procedures for data collection, cleaning, analysis, and reporting using advancedstatistical methods and data visualization techniques. This position will contribute to the organization’s effort for data-drivendecision-making that improve the health and wellbeing of Detroit residents and support meaningful data-sharing of healthinformation for stakeholders and the public.
Requirements
Ensure that internal and external data request meet privacy suppression guidelines and provide un-identifiableinformation.Respond and manage Freedom of Information Act (FOIA) for the Department.
Develop and maintain departmental data and technology security and privacy goals and policies.
Ensure confidentiality and privacy practices in accordance with Department and City of Detroit policies, HealthInsurance Portability and Accountability Act (HIPAA) and relevant laws, regulations and contractual obligations.
Develop and implement an internal communication system, protocols, trainings, and monitoring to ensure regulatorycompliance.
Ensure that the literacy of populations served (e.g., ability to obtain, interpret, and use health and other information;social media literacy) is reflected in the policies, programs, and services of the Health Department.
Plan and manage data analytics projects and stay organized in a fast-paced, deadline-driven environment. Pivot asnecessary with changing organizational priorities.
Lead meetings that focus on identifying reporting requirements as well as user needs, preferences, objectives, andworking methods for data collection and reports.
Maintain, improve, and optimize existing suite of data analysis (automate manual processes, optimize data delivery,enable and promote integration and scalability, etc.).
Generate, document, and updated standard operating procedures for data-related processes (analyses, reports,dashboards) to ensure ongoing validity, reproducibility, and version control.
Perform regular quality control of reports and dashboards.
Receive, interpret, and respond to requests for data from Health Department staff and external stakeholders.
Contribute to team knowledge building and growth by sharing/learning new tools, providing feedback, reviewinganalyses, reports and dashboards generated by team members, mentor and onboard new team members, andtroubleshoot on shared projects.
Develop, organize, and contribute to departmental training materials and workshops for data analysis and datareporting.
Collaborate, support, and mentor data analyst from other teams and programs.
Supervise up to four (4) data analysts.
Provides support to Director as needed and performs special projects and other duties as assigned.
Qualifications
Bachelor’s degree from an accredited institution with a major in Computer Science, Statistics, Data Science, Physical Sciences, Public Health or related field.
Minimum of four (2) years of experience working in the field of data analysis, reporting, and visualization.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirement of this position.
Preferred:
Power user of SmartSheets, Tableau, NaviCat
Experience managing electronic health record systems, including EPIC, Patagonia, MediTech, Cerner
Experience implementing artificial intelligence (AI) tools for healthcare environments
Experience performing exploratory data analysis (EDA)
Knowledge, Skills, and Abilities
Ability to use collaborative data tools such as Smartsheet, Excel, OneDrive and SharePoint.
Ability to analyze complex data.
Ability to use of Excel (e.g. Formulas, Pivot Tables, Vlookup, Hlookup, other functions, charts and tables) functionality in order to analyze data and present data on technology operations.
Skill in performing advanced data analysis, visualization and reporting tools; ideally using R and Tableau.
Skill in querying databases and using statistical computer languages: R, Python, SQL, etc.
Skill in working with geospatial data, ideally with ESRIs ArcGIS platform.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to map processes, summarize data and draw conclusions.
Ability to interact with internal and external customers, general public and peers to provide or obtain information.
Ability to prepare clear and concise reports.
Ability to develop and utilize a variety of informational reports.
Ability to conduct analysis of organizational structure, work tools and resources.
Ability to work with public officials on sensitive issues.
Ability to interpret and explain City policies and procedures.
Ability to communicate effectively at all levels, both internal and external to the City, in order to obtain or provide information.
