Procurement Officer II

Requirements
This is advanced-level professional procurement work. The incumbent is involved in directing a procurement program. Incumbents direct and analyze contract proposals and negotiations and review a wide range of commodity items. Work includes overseeing the purchasing of supplies and equipment, making payments, keeping records, checking inventories, and the use of the procurement card. Incumbents prepare special reports, telephone surveys, cost studies, and write specifications for equipment, furniture, supplies, and contracting for services. Incumbents have the authority to reject substandard shipments, but final authority on major insurance and contract negotiations for the purchase of extremely high-quality and technical items is generally reserved for the approval of a supervisor/manager. The incumbent is also responsible for investigating current market prices and trends; planning and administration of purchasing programs; training of subordinate staff members; coordinating staff activities; developing and implementing staff policies and procedures; and assisting state agencies. Incumbents initiate recommendations and procedures and receive limited supervision from a supervisor/manager. The incumbent oversees the work of lower-level Procurement Analysts and clerical personnel.
Qualifications
