Requirements

MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Location of Work:

The incumbent employee in this position acts as principle staff to the organization and implementation of Program Compliance to ensure adherence to federal and state mandates with regard to programs and services. This will include the development, implementation and monitoring of programs and services. The incumbent will possess experience planning and implementing new healthcare programs and macro-level system transformations.

ESSENTIAL FUNCTIONS

40% Provides organizational and clinical management to development and implementation of the state's Certified Community Behavioral Health Clinic (CCBHC) program. Oversees | and programmatic planning, development, implementation, management and evaluation of CCBHC statewide program and services with various funding sources and stakeholders, to include but not limited to Medicaid, federal partners, local governing entities (LGEs), community based partners, and other stakeholders.

Incumbent works in collaboration with all OBH Divisions, CCBHC Leads, and other identified collaborative partners to ensure statewide data is collected accurately and timely, report findings timely and accurately, and ensure access to quality services. Based on analysis of data and trends, report findings, and national research, the incumbent will make recommendations to supervisor and OBH Executive Management for improvements and modifications to CCBHC model in accordance with evidenced based practices. Core functions with regard to the clinical development, implementation, management and monitoring of the statewide CCBHC model include, but are not limited to:

* Lead the clinical activities required to successfully develop and implement the CCBHC model statewide

* Assess the CCBHC’s clinical staffing to determine appropriateness

* Determine if services are suitable for the targeted population

* Work with CMHCs/CCBHCs to implement EBPs to fidelity

* Reviews clinical protocols

* Assess the scope, accessibility and availability of services

* Assess the utilization of evidence based practices and the need for technical assistance.

40% Serves in a principal role within OBH with the statewide development of the clinical programming for the 1115 Reentry demonstration Waiver to improve access to critical pre and post release services for Medicaid eligible individuals who are incarcerated. Function as OBH liaison with Medicaid and MCOs, to monitor and manage the development, implementation and ongoing operations of the 1115 Reentry Waiver program as a Medicaid reimbursable service, to include monitoring reports, service utilization and quality assurance as deemed necessary. Lead organization of collaborative efforts with other divisions within OBH, LDH program offices, LGEs, MCOs, Department of Public Safety & Corrections (DPSC), partners/stakeholders, and other subject matter experts (SMEs) on Medicaid waiver implementation, monitoring and compliance. Participate in scheduled conference calls with DPSC, MCOs, Medicaid, OBH staff, as well as any other necessary state entities and stakeholders/partners to support the successful implementation, compliance and maintenance of the 1115 Reentry Waiver program. This includes participation in state level meetings and committees related to community-based programs and services that further support efforts to reduce recidivism. This also includes collaborations with the ten local governing entities (LGEs), community based provider agencies and other identified partners throughout the state to provide leadership, guidance and support with successful implementation, compliance and maintenance of the 1115 Reentry Waiver program.

Provider leadership with organization of training and technical assistance/support opportunities for state level staff, providers, and partners/stakeholders to support successful development, implementation and maintenance of the 1115 Reentry Program. Incumbent will monitor, evaluate and support delivery of behavioral health services and advocate on behalf of individuals and families for quality service delivery within the behavioral health service array. Make recommendations for data requests to support quality service delivery and monitoring to ensure quality assurance, improvement as deemed necessary, and compliance with statewide programs. Incumbent identifies areas of system challenges and provides oversight to the development of deliverables and performance measures, as well as trends in the service delivery system. Provide ongoing feedback to direct supervisor and Executive Management regarding success with meeting established outcomes measures and recommendations for improvements with the 1115 Reentry Waiver program based on data analysis and trends, as well as national standards.

10% Provides management in formulating plans and directives to ensure OBH is in compliance with federal, state, and local regulations impacting behavioral health programs and services. Assure that performance indicators and other data used as, measurement of program success/failure are obtained on a routine and reoccurring basis as required by all funding standards for Medicaid, federal block grant and other federal funding sources. Recommend and direct changes as needed.

Monitoring and managing OBH grants, contracts and programs for compliance and ensure adequate access to behavioral health services. Develop, implement and monitor policies and procedures related to the delivery of behavioral health programs and services. Monitor and manage contracts with regard to behavioral health advocacy, services provision, education, awareness, and quality assurance. Assure that all contracts meet the criteria and in accordance with the goals and objectives of OBH as indicated in the Block Grant and state plan, Monitor and manage contracts to ensure all deliverables are met and the Statement of Work is maintained. Oversee and provide technical assistance to service providers in contract development and in meeting all requirements of the agency, research based programs, target population, licensure, etc. Prepare Contracts, requests for proposals (RFP), requests for information (RFI), as well as research and recommend grants and other funding sources to be considered for application. Reviews and completes assigned reports and applications to funding sources, which may include but are not limited to block grant reports, Healthy Louisiana reports, legislative reports, and committee/council reports. Meets, consults with and appears before officials of other agencies and departments, and special interest groups regarding budgets, programs, and services as needed, Attends various meetings, serves on numerous committees, and completes various special projects as assigned. 

5% Incumbent will ensure the provision of management and technical support activities related to education, training, workforce development and advocacy with regard to individuals seeking and/or obtaining behavioral health services through state managed and/or funded programs. This may include LA Medicaid members, indigent population, or other requests from the community or legislators for behavioral health services and/or information regarding behavioral health services available throughout the state. Behavioral health services include mental health and/or substance use disorder services. Responsible for research and response coordination on behalf of OBH to inquiries assigned by supervisors, management, and/or LDH legislative liaisons. Inquiries from citizens and providers are reviewed and researched for resolution. Furthermore, recommendations are made to the constituent and Legislative liaisons in writing after thorough evaluation of the concerns/challenges reported.

5% Other duties as assigned, to include but not limited to compliance with LDH Employee Policy regarding emergency disaster response assignments.
