Program Manager for Social Work and Behavioral Health Services
Position Summary
The primary role of this program manager is to provide oversight, support the development of strategic direction and potential program expansions as well as support the identification of operational priorities of CHS social work and behavioral health programs. In addition, this position will support the current social work and behavioral health services.
The primary social work and behavioral health programs that this position will oversee include, but may not be limited to:
Integrated Behavioral Health (IBH) program, which receives referrals of patients who do not have access to other behavioral health services. This IBH program increases access and removes stigma for addressing behavioral health issues through integration in primary care. The program also provides the only access to behavioral services for many uninsured patients who have experienced significant trauma associated with their immigration experience or low-income status.
Medication-for Opiate Use Disorder (MOUD) program, which is provided in all primary care settings and Pathways, a specialized program at our Downtown Public Health. MOUD prevents unintended overdose deaths and improves quality of life by providing access to MOUD in a supportive environment for people living with opioid use disorder (OUD). Pathways promotes education, safer use strategies, overdose prevention, and referrals to inpatient and outpatient treatment services, withdrawal management, behavioral health and other health and human services. When at all possible, we aim to reduce barriers to care for people with OUD.
Background
Community Health Services (CHS) strives to be a trauma-informed agency and in this context focuses on promoting trauma-informed care and promoting resilience in its workforce, clients, and community. This new leader will excel at inspiring, supporting, and managing people from this perspective. As this position will oversee social work and behavioral health services across multiple programs, it requires the leader to possess the ability to navigate fluidly in a dynamic political and heavily matrixed organization, collaborate with internal and external partners, and be accountable for employees delivering compassionate and quality social work and behavioral healthcare services to clients.

Work Schedule
This position is Exempt from the provisions of the Fair Labor Standards Act.
Work Location
The position will work up to three days in the office (Chinook Building or a Public Health service location) with the option of telecommuting two days per week. The Chinook Building is located at 401 5th Ave, Seattle, WA 98104.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Requirements
In collaboration with CHS Leadership, identify and prioritize social work and behavioral health program goals/objectives; communicate these priorities across the division and assure staff have appropriate skills and tools to execute on these priorities.
Serve as a subject matter expert adviser with unique skills and abilities in the field of social work and behavioral health.
Determine social work/behavioral health projects, budgets, schedules, and scope of practice. Collaborate with leadership to justify project, program, and/or agency budget requests. Determine performance indicators and use evaluation findings to redirect the project or program. Monitor the financial status of the program or projects.
Direct and/or supervise the work of multiple professional staff, including quality assurance. Quality assurance could be a separate item
Ensure that program maintains compliance with all relevant laws and regulations.
Manage contracts or grants involving multiple agencies.
Negotiate inter-local agreements on behalf of King County as they relate to Social Work practice.
As appropriate and in collaboration with CHS Leadership, work directly with elected officials on issues affecting the programs.
Currently, this program manager does not supervise staff, but this program manager must be able to supervise and have experience supervising. As this program changes, this manager may need to supervise other program level staff. Further this PM will need to collaborate with Area Managers and other Supervisors as a content expert on SW requirements for staff and consult on complex clients with SW staff.
Investigate grievances; may have authority to resolve grievances.
Resolve problems presented by difficult clients, constituents, and staff.
Provide leadership to community coalitions.
Handle politically sensitive inquiries about the program or work being done.
Perform other duties as assigned.
Qualifications
Our ideal candidate will demonstrate the following (Minimum):
Knowledge of and experience working in social work services and/or behavioral health programs, and knowledge or understanding of relevant agencies and systems that provide these services.
Demonstrated ability in a leadership and supervisory role.

In addition to the above requirements, may also require skills in applying marketing principles
The most competitive applicants will have the following experience and qualifications (Desired):
At least two-years’ experience working directly with clients as a Licensed Independent Clinical Social Worker or Licensed Mental Health Counselor.
Master’s degree in social work or behavioral health from an accredited university.
Approved Clinical Supervisor having satisfied the following criteria: Licensed Independent Clinical Social Worker or Licensed Mental Health Counselor for at least two years and in good standing, 25 supervised hours supervising social workers, and 15 hours continuing education units in supervision.
Experience providing clinical consultation, support, and supervision to social workers and other staff such as community health workers.
Experience developing social workers and other staff, providing in-service training to social workers and other staff.
Demonstrated abilities in providing counseling and case management in a health or social service setting, particularly with high-risk maternal-child health clients of low income; multi-lingual; multi-ethnic; and multi-cultural populations.
Skilled in providing short-term therapy, group therapy, and consultation.
Public Health relies on office automation (Microsoft Office) and web-based enabled tools; therefore, candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Experience using an electronic medical record to provide/document patient/client care.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
