Requirements
Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Distinctions:

The primary focus of this position is to collection, analyze and interpret data for the Louisiana Partnerships for Success (LaPFS) Project.
40% Data Analyst and Interpretation
- Provide core support to the statewide implementation of the LaPFS II! project by working with LaPF: to assist with data coordination, management and monitoring of grantees
- Monitors and reviews data for accuracy, identifies substance use data gaps for tends for the purposes of determining. Risk and protective factors as the community level to inform data driven decision-making throughout all stages of the Strategic Prevention Framework (SPF).
- Monitor and identify data sources to provide analytical insights for causal and consequential substance use data for appropriate strategy selection.
- Work with underserved communities in collection and monitoring of data relevant to their needs.
- Input state-level data for federal reporting requirements and provide technical assistance to select underserved communities for capturing data at the local level.
- Monitor state and community level data to identify health disparities at the community level for compatible implementation strategies/interventions.
- Monitor and report occurrences of substance misuse and poly substance use at the state level and within select Parishes.
- Assist coalitions with data prioritization to identify risk factors for the appropriate selection of strategies and interventions for logic modeling and action planning development.
- Develop spreadsheets, graphs, and reports based on collected data from multiple providers.
40 % Training and Education
- Provide education to key stakeholders regarding alcohol, tobacco and other drugs and recommended prevention measures according to the data findings.
- Serve as an as needed resource to the Drug Policy Board, State Epidemiology Workgroup, Prevention Systems ‘Committee, the OBH Prevention Director, LaPFS Project Director, and other key stakeholders and general public by responding to requests for data related information.
- Educate key stakeholders on substance use issues through presentations at meetings and conferences.
- Coordinate, and facilitate planning of state and community meetings and trainings related to alcohol, tobacco and other drug use data. Assists the LaPFS III Project Director with data preparation and presentation of data findings at trainings, and provide technical assistance to grantees.
- Interprets data, reports findings, makes recommendations, and promotes cross-systems planning, implementation, and monitoring efforts.
- Provides ongoing consultation and technical assistance to professional and support staff to understand data reporting needs and suggest solutions to programmatic issues
20% Coordination and Collaboration
- Provide core data and support on the statewide implementation of the LaPFS project including the use of behavioral health data to guide prevention planning.
- Provide support to the SEW and promote data-driven decision-making at all stages in the SPF.
- Participate in the development of programs, policies, and practices to promote health, wellness, and safety.
- Promote cross-systems planning, implementation and monitoring according to SAMHSA''s SPF.
- Assists in the preparation of grant proposals to submit to various funding agencies as needed.
