General Statement of Duties / Distinguishing Features of the Class
The Preparedness Planning Specialist provides support for various programs within the Butte-Silver Bow Health Department. Performs emergency preparedness planning functions; plans activities; writes, reviews and updates emergency plans; assists in facilitating emergency response training and exercises for health department staff and community partners; assists in developing and distributing emergency preparedness materials; develops procedures for establishing a POD {Point of Dispensing); maintains inventory and all equipment needed for POD operations; delivers public presentations; reviews and updates department emergency response plan; coordinates and completes special assignments; performs other duties as assigned. Providing outreach and education to various community partners about communicable disease reporting and will also assist in disease investigations. This position will also assist with special projects related to environmental health, which may include wildfire smoke, clean-air shelters, climate change, waste management and recycling and more.
This is difficult administrative and professional work that is primarily responsible for the development and implementation of the Butte-Silver Bow Public Health Department's emergency preparedness activities and environmental health special projects. The work is performed under the general direction and supervision of the Environmental Health Division Manager, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the Health Officer, epidemiologist, supervisory personnel, department staff, and other stakeholders within the organization and in the community.
Required Knowledge, Skills, and Abilities
•Knowledge of federal, state and county public health statutes, rules and ordinances related to emergency preparedness and emergency response.
•Knowledge of the theories, principles, and practices of preparedness planning.
•Knowledge of HIPAA regulations
•Excellent verbal and written communication skills; articulate and effective public speaking and presentation skills.
•Knowledge of environmental health issues, including water quality, air quality, food safety, vector control, and hazardous waste management.
•Extensive organizing and coordinating skills.
•Program planning and implementation skills.
•Extensive records management skills in compliance with federal, state, and local guidelines, regulations, and laws.
•Extensive knowledge of computer software (Microsoft Office).
•Knowledge of video communication technology (WebEx, Zoom, Microsoft Teams, etc.).
•Skill in planning, organizing, and prioritizing work and, if applicable, the work of others.
•Skill in the original composition, editing, proofreading, and finalization of written materials.
•Knowledge of current developments in emergency preparedness.
•Ability to handle a wide variety and high volume of complex administrative tasks concurrently while under the pressure of fixed-time deadlines.
•Ability to complete grant requirements within a specific timeframe.
•Ability to perform work with attention to detail.
•Ability to work both independently with a high level of autonomy and within a team environment to accomplish objectives in a timely manner.
•Ability to communicate well and establish and maintain effective working relationships with department co-workers, department heads and supervisory personnel, department committees and commissions, members of the Council of Commissioners, employees, and the public.
•Other duties as assigned.
Required Special Qualifications
•Valid Montana driver's license, a current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.
•Must be a resident of Butte-Silver Bow during employment, according to Butte-Silver Bow Ordinance. See below.
"2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.

Essential Physical Abilities
•Clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate well with other employees and stakeholders.
•Sufficient vision, with or without reasonable accommodation, which permits the employee to produce and review a wide variety of materials in both electronic and hardcopy forms.
•Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a keyboard, computer equipment and other general POD supplies.
•Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to visit off-site locations while planning activities.
•Occasional lifting and moving of up to 40 pounds may be required.
•Most work will be performed in a temperature-controlled office setting during daytime business hours; however, some events require exposure to inclement weather conditions.
•Low Bloodborne pathogen exposure risk.
