The Training and Exercise Coordinator for Emergency Preparedness will play a vital role in the development, delivery, and evaluation of public a health emergency preparedness training and exercises. This position is responsible for assessing the training needs of the district, designing and implementing relevant training and exercise programs, and ensuring compliance with established preparedness frameworks. The Coordinator will work closely with internal and external stakeholders to promote a culture of preparedness and continuously improve the district’s emergency response capabilities.
All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Distribution site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.
Requirements
- Assess the training and development needs of the district related to public health emergency preparedness.
- Design, develop, and implement training courses that align with identified needs and Public Health Preparedness Capabilities.
- Create job-relevant, sound training programs based on needs assessments and recognized best practices in public health preparedness.
- Develop and prepare training materials, including manuals, handouts, visual aids, and other resources.
- Deliver training sessions using various adult learning techniques and formats, such as role-playing, simulations, group discussions, lectures, and videos.
- Serve as the primary point of contact for public health emergency preparedness training requests.
- Provide expert advice and guidance on training-related issues to district staff and community partners.
- Assist with the coordination and logistics of emergency preparedness training activities, including scheduling, registration, and managing training calendars.
- Develop, implement, and evaluate a comprehensive public health emergency preparedness exercise program, ensuring alignment with the Homeland Security Exercise and Evaluation Program (HSEEP).
- Lead the planning and execution of drills, exercises, and real-time response evaluations to enhance emergency preparedness capabilities.
- Develop a five-year plan for a continuous cycle of drills and exercises consistent with federal and state guidelines.
- In collaboration with the district SNS (Strategic National Stockpile) planner, design and conduct SNS/CRI exercises according to federal and state guidelines.
- Cultivate and maintain professional relationships with key partner agencies, such as hospitals, healthcare facilities, fire departments, law enforcement, Medical Reserve Corps (MRC), and Emergency Management Agencies (EMA).
- Coordinate interagency training and exercise opportunities, ensuring effective collaboration and resource sharing.
- Prepare high-quality After Action Reports (AAR) and Improvement Plans (IP) in compliance with HSEEP standards for all drills, exercises, and real events.
- Analyze exercise outcomes and identify areas for improvement, developing additional training and exercise plans to address any identified gaps or deficiencies.
- Manage the coordination and tracking of emergency preparedness training for district public health staff and community partner agencies.
- Ensure that all relevant personnel and partners are up to date on required training, including the coordination of resources and logistics.
- Deliver the emergency preparedness and response (EP&R) component of the "New Employee Orientation," including an introduction to relevant training opportunities.
Qualifications
High school diploma/GED AND three (3) years of experience providing educational, training or instructional services in functional area; OR one (1) year of experience required at the lower-level Training & Dev Spec 2 (GSP121)
Preferred Qualifications:
- Bachelor’s degree in Public Health, Emergency Management, or a related field (or equivalent experience)
- Knowledge and experience with public health emergency preparedness, training, and exercises
- Familiarity with the Homeland Security Exercise and Evaluation Program (HSEEP) and public health preparedness frameworks
- Experience developing and delivering adult education/training programs and exercises
- Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders
- Strong organizational and project management skills, with the ability to manage multiple tasks and deadlines
- Ability to work independently and as part of a team in a fast-paced environment
- Certification or training in emergency management or related fields (e.g., ICS, NIMS, etc.) is desirable
